The president of Mid- Pacific Institute and wife Leslie had three healthy children, a large group of friends and were involved in numerous community projects. Still, something was missing. No matter how many service clubs he joined, without United States citizenship and the corresponding right to vote, Turnbull felt left out.<\/p>\n<p>Learning how government works is important to the Canadian-born educator. PHOTOS BY ANTHONY CONSILLIO<\/p>\n\t\t<\/div>\n\n\t<\/div>\t\t<\/div>\n\t<\/div>\n<\/p>\n<p>A 2007 study of 491 school districts by the Center on Education Policy found that over a five-year period, 36 percent of departments surveyed decreased the allotted time for social studies by an average of 76 minutes per week. The time allotted to students in Hawaii is difficult to track.<\/p>\n<p>The state Department of Education determines which classes are necessary for graduation, but the individual schools determine how much class time is allocated to each subject. One thing seems certain among educators: Coupled with budget cuts, No Child Left Behind (NCLB), signed into law by President George W. Bush in 2001, has led to a reduction in the number of hours spent on social studies, art, physical fitness and even science.<\/p>\n<p>NCLB required states that receive federal funding give standardized tests to all students, with a focus on reading, language arts, math and science. The target was 100 percent proficiency in math and reading by 2014.<\/p>\n<p>\u201cAs the high-stakes testing increased in its depth, what I ended up seeing was a pulling back of the total number of minutes for arts and music,\u201d says Turnbull, who began his administrative career in the Santa Barbara public school system. \u201cHistory started to suffer, science started to suffer, which is a real shame. You start pulling back on any of those things and you\u2019retearing away at the fabric of what a comprehensive, well-rounded education looks like.\u201d<\/p>\n<p>A lack of civics knowledge, highly edited, makes for great late-night talk show fodder, but it\u2019s hardly a laughing matter when just one in three eligible voters takes part in national elections.<\/p>\n<p>According to University of Florida\u2019s United States Election process study, just 35.9 percent of eligible voters cast ballots during the 2014 midterm elections. This was the lowest midterm election numbers since 1942, when only 33.9 percent of eligible voters participated. Hawaii didn\u2019t fare much better, with 36.5 percent of eligible voters participating in 2014.<\/p>\n<p>In September 2011, U.S. Department of Education began offering states the opportunity to request a waiver from some aspects of the Elementary and Secondary Education Act, which was passed in 1965 and amended by NCLB. So far, 42 states have received a waiver. Hawaii submitted its waiver request in September 2012, and was granted permission to implement its own system (Strive HI) eight months later. Last year, Hawaii DOE was granted an extension after reaching the highest level: \u201cmeets expectations.\u201d<\/p>\n<p>Strive HI replaced many of NCLB\u2019s requirements, focusing not just on testing, but also in areas of concern, like chronic absenteeism, high school graduation rates, college enrollment, standardized tests in math, reading and science, and the achievement gap between highneed students and other students. Unlike Hawaii Common Core (HCC), which was created in 2010 and sets the standards for how children are educated, Strive HI measures and supports those standards. Common Core was created by state education chiefs and the governors of 48 states to create uniform educations in an effort to raise proficiency and eliminate achievement gaps.<\/p>\n<p>\u201cWe like to call it an academic checkup of the school,\u201d says DOE spokesman Alex Da Silva. \u201cIt\u2019s like when you go to the doctor. Your heartbeat is good, but you\u2019re having trouble breathing, so they address that area. It\u2019s the same way with schools. We look at all these measures and we provide target support in those areas.\u201d<\/p>\n<p><!--nextpage--><\/p>\n<p>By not having to \u201cteach to the test,\u201d educators have been able to create new, more inclusive ways of teaching,\u201d adds Da Silva.<\/p>\n<p>Gone are the strict lines separating subjects. Students now use science in art class, or math to diagram football plays in gym class.<\/p>\n<p>\u201cIt\u2019s a new way of challenging students,\u201d he says. \u201cThere is a lot more critical thinking, different strategies they are using.\u201d<\/p>\n<p>Turnbull has seen the success of this sort of learning firsthand. He turned over his citizenship study guide to fifth-graders, who then were tasked to create a capstone project where they developed their own.<\/p>\n<p>\u201cI thought it would be a nice exercise if, rather than studying the thing, they were able participate in it,\u201d says Turnbull. \u201cWe can read about citizenship and naturalization, but how often are you going to see somebody right next door go through the process?\u201d<\/p>\n<p>He says programs like Common Core and Strive HI are necessary in teaching today\u2019s children.<\/p>\n<p>\u201cThe interconnectivity of industry, economics and geopolitics, those three things together on top of an incredibly super-fast technical highway, means we have to teach the kids differently because they have to interconnect these things, and we also have to figure out how these kids will problemsolve for problems we didn\u2019t have to worry about.\u201d<\/p>\n<p>How successful Strive HI and HCC have been is a matter of speculation, but the numbers are improving. According to the 2013 Superintendent\u2019s Annual Report, reading proficiency has increased from 60 percent in 2007 to 72 percent in 2013. Math proficiency has climbed even more dramatically, from 39 to 60 percent during the same period.<\/p>\n<p>\u201cA good public education system is the fabric of a great community,\u201d says Turnbull. \u201cIt doesn\u2019t matter if I\u2019m at Mid- Pacific or I\u2019m at Roosevelt High School over the hill, what we do for kids is most important. It\u2019s not about the label, the title on the door or the name of the school.\u201d<\/p>\n<p>To that end, Mid-Pac and other members of Hawaii Association of Independent Schools have partnered with their public-school counterparts to help spread the resources. Mid-Pac\u2019s Kupu Hou Academy provides training for public school teachers to improve learning techniques. Punahou\u2019s Pueo program provides advanced learning activities during the summer to students lacking financial resources.<\/p>\n<p>\u201cWe view the private schools as our partners and they do the same,\u201d says Da Silva. \u201cTogether we can rally our resources much more efficiently.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mid-Pacific Institute\u2019s Paul Turnbull believes learning how government works is important for schoolchildren.
