B-2018-842, AS AMENDED, RELATING TO THE CAPITAL BUDGET OF THE COUNTY OF KAUA’I, STATE OF HAWAI’I, FOR THE FISCAL YEAR JULY 1, 2018 THROUGH JUNE 30, 2019, BY REVISING THE AMOUNTS ESTIMATED IN THE SPECIAL STATE CIP FUND (Special State CIP Fund, Lima Ola Affordable Housing Project – $13,000,000.00)<\/p>\n

This Bill proposes to amend Ordinance No. B-2018-842, as amended, relating to the Capital Budget of the County of Kaua’i, for Fiscal Year 2018-2019, by revising the amounts estimated in the Special State CIP Fund. The purpose of Bill No. 2726 is to establish a new fund, the Special State CIP Fund, and the portion of the Lima Ola affordable housing project financed through the Dwelling Unit Revolving Fund (DURF) Building Loan Agreement between Hawai’i Housing Finance and Development Corporation (HHFDC) and the County of Kaua’i, in the amount of $13,000,000.00.<\/p>\n

<\/font> This Bill proposes to amend Ordinance No. B-2018-842, as amended, relating to the Capital Budget of the County of Kaua’i, State of Hawai’i, for the Fiscal Year July 1, 2018 through June 30, 2019, by revising the amounts estimated in the Bond Fund to re-appropriate $1,000,000.00 from the Kohea Loa Sewer Pump Station (Share) (Project No. W18010) project to the following projects:<\/p>\n

NPDES Compliance (Project No. W13010) $600,000.00
\n Wailua SPS 1 Rehabilitation Design (*NEW*) $ 30,000.00
\n Wailua SPS 3 Rehabilitation (*NEW*) $ 40,000.00
\n Lihu’e Collection System CCTV (*NEW*) $200,000.00
\n Wailua WWTP Improvements/Renovations (Project No. W10014) $130,000.00<\/p>\n

The funding of the aforementioned Wastewater projects are being funded through the repurposing of Bond funds initially intended for the Kohea Loa Sewer Pump Station project, which is now being funded instead through a State Revolving Fund loan.<\/p>\n

B-2018-842, AS AMENDED, RELATING TO THE CAPITAL BUDGET OF THE COUNTY OF KAUA’I, STATE OF HAWAI’I, FOR THE FISCAL YEAR JULY 1, 2018 THROUGH JUNE 30, 2019, BY REVISING THE AMOUNTS ESTIMATED IN THE BOND FUND AND GENERAL FUND-CIP (Helicopter Hangar and Kilauea/Kolo Road Improvements – $995,000.00)<\/p>\n

This Bill proposes to amend Ordinance No. B-2018-842, as amended, relating to the Capital Budget of the County of Kaua’i, State of Hawai’i, for the Fiscal Year July 1, 2018 through June 30, 2019, by revising the amounts estimated in the Bond Fund and General Fund-CIP to re-appropriate $600,000.00 from the Black Pot Improvements (Design & Permitting) (Project No. R18007) project and $225,000.00 from the Ka’ana Building Energy Initiatives (Project No. R18010) project in the Bond Fund to the Helicopter Hangar (Construction) (Project No. W18018). <\/p>\n

This Bill also re-appropriates $170,000.00 from the Pre-Development/Impact Fees (Project No. H19001) project in the General Fund-CIP, with appropriations of $120,000.00 to the Helicopter Hangar (Construction) (*NEW*) project and $50,000.00 to the Kilauea/Kolo Road Improvements (Project No. W19001) project. <\/p>\n

B-2018-841, AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUA’I, STATE OF HAWAI’I, FOR THE FISCAL YEAR JULY 1, 2018 THROUGH JUNE 30, 2019, BY REVISING THE AMOUNTS ESTIMATED IN THE SEWER FUND (Wailua Wastewater Treatment Plant Improvements (Operating Budget) – $530,000.00)<\/p>\n

This Bill proposes to amend Ordinance No. B-2018-841, as amended, relating to the Operating Budget of the County of Kaua’i, State of Hawai’i, for the Fiscal Year July 1, 2018 through June 30, 2019, by revising the amounts estimated in the Sewer Fund to appropriate $530,000.00 from the Sewer Fund Equity / Fund Balance – Unassigned account to the Sewer Trust Fund for the design work of the Wailua Wastewater Treatment Plant Improvements and Renovations project to meet National Pollutant Discharge Elimination System (NPDES) compliance requirements as mandated by the State of Hawai’i, Department of Health. Bill No. 2729 is a companion bill to Bill No. 2730.<\/p>\n
