<\/b> The State Department of Health (DOH) tentatively proposes to issue a National Pollutant Discharge Elimination System (NPDES) permit to discharge storm water associated with industrial activities from the HFFC Lihue Fuel Facility, to receiving State waters, subject to special conditions to:<\/p>\n

<\/b><\/font><\/p>\n

The proposed NPDES permit for the new discharge will expire five (5) years from the date of issuance.<\/p>\n

The HFFC Lihue Fuel Facility is located at 3583 Ahukini Road, Lihue, Island of Kauai, Hawaii, TMK: (4) 3-5-001:158 and as shown in the revised application, dated January 4, 2019. The facility is used for the receipt, storage, and distribution of jet fuel to aircraft operators at Lihue airport and is classified under Standard Industrial Classification (SIC) code 5171, Petroleum Bulk Stations and Terminals. Activities include accepting jet fuel from Nawiliwili Harbor and dispensing jet fuel into tanker trucks which deliver fuel for aircraft. The facility includes three (3) 100,000 gallon capacity Aboveground Storage Tanks, a tanker truck parking lot, a standby emergency generator with a built-in 700 gallon diesel tank, an offloading load rack for fuel delivery, and a dispensing load rack for aircraft refueling trucks.<\/p>\n

The receiving water, Pacific Ocean at the Basin F Outfall, 21.986944°N latitude, 159.333333°W longitude, is classified by the DOH as Class A, Marine Water. It is the objective of class A waters that their use for recreational purposes and aesthetic enjoyment be protected. Any other use shall be permitted as long as it is compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatment or control compatible with the criteria established for this class.<\/p>\n

The receiving water, Lihue Airport Drainage System at 21.985833°N latitude, 159.341111°W longitude, is classified by the DOH as Class 2, Inland Water. The objective of Class 2 waters is to protect their use for recreational purposes, the support and propagation of aquatic life, agricultural and industrial water supplies, shipping, and navigation. The uses to be protected in this class of waters are all uses compatible with the protection and propagation of fish, shellfish, and wildlife, and with recreation in and on these waters. These waters shall not act as receiving waters for any discharge which has not received the best degree of treatment or control compatible with the criteria established for this class.<\/p>\n

Persons wishing to comment upon or object to the proposed NPDES permits or to request a public hearing, should submit their comments or requests in writing no later than 30 calendar days after the date of this notice, either through e mail at: <\/font>cleanwaterbranch@doh.hawaii.gov<\/u><\/font> or by mail at 2827 Waimano Home Road, Room 225, Pearl City, Hawaii 96782.<\/p>\n

Copies of the proposed public notice permit and other information are available for public inspection, Monday through Friday (excluding holidays) from 7:45 a.m. until 4:15 p.m., at the DOH Clean Water Branch (CWB) office located at the 2827 Waimano Home Road 225, Pearl City, HI 96782 and the Kauai District Environmental Health Program Office located at 3040 Umi Street, Lihue, Kauai, Hawaii 96766. Copies may be bought. The public notice permit and rationale are also available on the internet at: <\/font>http://health.hawaii.gov/cwb/site-map/home/public-notices-and-updates<\/u><\/font> and on the WPC Viewer located at: <\/font>http://eha-web.doh.hawaii.gov/wpc-viewer<\/u><\/font>. All written comments and requests received on time will be considered. If DOH determines that there is significant public interest, a public hearing may be held after at least 30 calendar days of public notice.<\/p>\n

If DOH’s position is substantially unchanged after considering all timely written comments and all oral comments at any public hearing that may be held, then the DOH will issue the NPDES permit and this action will be final.<\/p>\n
