The Department of Health (DOH) is soliciting written input from the public, stakeholders, and interested parties and is holding a public hearing on DOH’s proposed Hawaii Antidegradation Implementation Procedures for National Pollutant Discharge Elimination System (NPDES) Permits and Section 401 Water Quality Certifications (WQC). The proposed antidegradation implementation procedures for NPDES Permits and Section 401 WQCs are required in Title 40 Code of Federal Regulations (CFR) Part 130 and contain the following: <\/p>\n

<\/font>¶<\/font> Antidegradation Review Requirements
\n<\/font> ¶<\/font> Identifying and Evaluating Pollution Control Alternatives
\n<\/font> ¶<\/font> Regulatory Requirements for Determining Social and Economic Importance
\n<\/font> ¶<\/font> Process for Classifying Hawaii Outstanding National Resource Waters Protection Level<\/p>\n

Written public comments are invited during the comment period commencing on the date of this notice through the close of business at <\/font>4:30 p.m. on Tuesday, April 2, 2019<\/b><\/font>. Written comments may be submitted to the DOH, Clean Water Branch (“CWB”) by email at: <\/font>cleanwaterbranch@doh.hawaii.gov<\/u><\/font> or at P.O. Box 3378, Honolulu, Hawaii, 96801-3378. Any recommendations for revisions should include a rationale and any supporting information. <\/p>\n

A public hearing will be held on Oahu at <\/font>10:00 a.m. on Tuesday, April 2, 2019<\/b><\/font>, in the Auditorium of the Department of Health, Laboratory Division, located at 2725 Waimano Home Road, Pearl City, Hawaii 96782. Teleconference sites will be open from <\/font>10:00 a.m. on Tuesday, April 2, 2019<\/b><\/font>, at the following locations:<\/p>\n

Anyone providing oral testimony shall submit two (2) copies of their statement before (during the comment period) or at the hearing. <\/p>\n

Copies of the proposed antidegradation implementation procedures will also be available for public review Monday through Friday between 7:45 a.m. and 4:30 p.m. at: <\/p>\n
