\nNotice is hereby given that the Kaua’i County Housing Agency (KCHA) will hold a public hearing on the proposed
\nPY 2019 Action Plan projects and anticipated funding that have been recommended for funding assistance through the
\nCommunity Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Housing Trust Fund
\n(HTF) programs. The public hearing is to afford citizens the opportunity to provide written or oral comments to the
\nPY 2019 Action Plan projects. A hearing is scheduled for the following date, time and place:
\nFriday, April 5, 2019 at 4:30 p.m. at the Li¯hu’e Civic Center, Pi’ikoi Building
\nConference Room A, 4444 Rice Street, Suite 330, Li¯hu’e, Hawai’i 96766
\nPROPOSED CDBG PROJECTS:
\nPUBLIC SERVICES
\na. Homeownership Education and Counseling Project $31,344.00
\n(Hawaiian Community Assets, Inc.)
\nProvide HUD-certified housing education workshops and counseling to low- to moderateincome
\nindividuals in order to increase homeownership opportunities to purchase a home
\nand prevent foreclosure.
\nb. KEO Meals on Wheels Vehicle Purchase $30,000.00
\n(Kauai Economic Opportunity, Inc.)
\nPurchase a delivery van to transport prepared meals for homebound seniors to promote
\nnutritional health and independence.
\nPUBLIC FACILITIES
\nc. Hale Ho’omalu Parking Lot Accessibility Project $40,075.00
\n(Child and Family Services Real Properties, Inc.)
\nMake improvements to provide ADA accessibility to the parking lot and entrance to the
\npublic facility which provides support services and programs to strengthen low- to
\nmoderate-income families.
\nd. Kauai Acquisition Transitional Housing $465,752.00
\n(Women in Need)
\nDown payment to acquire the property that is operated as a transitional housing facility
\nthat provides shelter, safe housing and supportive services for women and children in order
\nto eliminate homelessness.
\nADMINISTRATION
\ne. Administration $141,793.00
\n(Kaua’i County Housing Agency)
\nGeneral program administration, project implementation, compliance monitoring,
\nevaluation, record-keeping and reporting.
\nTOTAL ANTICIPATED CDBG FUNDING $708,964.00
\nKCHA anticipates receiving $708,964.00 from the U.S. Department of Housing and Urban Development (HUD) for
\nthe 2019 CDBG annual allocation. Should there be an increase or decrease in the actual allocation amount, the lowest
\nranked project from each category will be adjusted accordingly.
\nALTERNATE PROJECT:
\nTo ensure the performance of the County of Kaua’i’s CDBG program in meeting timeliness regulations at 24 CFR
\n570.902, should any of the projects listed above not proceed as represented in the CDBG applications, the following
\nalternate project may be funded as long as the project is ready to proceed and will comply with CDBG regulatory
\nrequirements:
\na. YWCA of Kauai Disaster Preparedness Improvement $204,325.00
\n(YWCA of Kauai)
\nImprovements to the energy system to harden the domestic violence shelter and facility in
\norder to operate at 100% in time of a disaster or service interruption.
\nThe public is advised that the County of Kaua’i may exercise the option to incur pre-award costs pursuant to 24 CFR
\n570.200(h) in its program year 2019 budget for projects to assist with compliance of CDBG timeliness regulations.
\nNon-CDBG funds used for pre-award costs will be reimbursed upon receipt of PY 2019 CDBG funds from HUD.

\nNew construction of multi-family rentals (1, 2, and 3-bedroom) for tenants whose income
\nis at or below 60% of the Kauai Area Median.
\nTOTAL ANTICIPATED HOME FUNDING $2,250,000.00
\nPROPOSED HTF PROJECT:
\na. Pua Loke Affordable Housing Development $1,350,000.00
\n(Pua Loke Housing Partners, LP)
\nNew construction of multi-family rentals (1, 2, and 3-bedroom) for tenants whose income
\nis at or below 30% of the Kauai Area Median.
\nTOTAL ANTICIPATED HTF FUNDING $1,350,000.00
\nShould any CDBG, HOME, or HTF funds become available from cancelled or completed projects, or by receipt of
\nprogram income or revolving funds, such funds may be reprogrammed to any open Action Plan project in accordance
\nwith the requirements of the County’s Citizen Participation Plan and prior approval from HUD or Hawaii Housing
\nFinance and Development Corporation, respectively.
\nAll interested persons who wish to comment on the proposed PY 2019 Action Plan may do so at the Public Hearing, or
\nmay submit written comments to Kaua’i County Housing Agency, 4444 Rice Street, Suite 330, Li¯hu’e, Hawai’i 96766,

\n30-day comment period will commence on March 8, 2019. All comments received by April 8, 2019 will be considered
