Work includes site work, utilities, a parking lot, accessible parking stalls, accessible  routes, trash enclosures, and concrete walkways and stairs. <\/p>\n<p>2. <\/font><font size=\"2\" color=\"#000000\"><u>Lanakila Homes Fair Housing Site Improvements<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n Accessibility Improvements. Work to include new parking lots with striping, accessible parking stalls with  signage, accessible curb ramps along accessible routes, and concrete walkways.  <\/p>\n<p>3. <\/font><font size=\"2\" color=\"#000000\"><u>Site &amp; Building Improvements at Pomaika`i, Hale Aloha O Puna and Pahala<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n Full interior and exterior modernization, site improvements and ADA improvements. Work to include  hazardous material abatement, electrical, mechanical, cabinets, flooring, painting, plumbing fixtures, doors,  and fire partition walls.  <\/p>\n<p>4. <\/font><font size=\"2\" color=\"#000000\"><u>Nani Olu IWS and Site Improvements<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n Replacement of existing seepage pit and associated underground infrastructure.<\/p>\n<p>5. <\/font><font size=\"2\" color=\"#000000\"><u>Security Upgrades to Hale Ho`okipa and Ka Hale Kahalu`u<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n Replacement&#047;installation of fence, including gates and erosion control measures, installation of security  lights, and removal of large trees.<\/p>\n<p><\/font><font size=\"2\" color=\"#000000\"><b>O`ahu&#058;<\/p>\n<p><\/b><\/font><font size=\"2\" color=\"#000000\">1. <\/font><font size=\"2\" color=\"#000000\"><u>Hale Laulima ADA Improvements<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n Renovation of exterior buildings for ADA conformance. Work to include but not limited to sitework, sidewalk  repair, structural repair and painting.  <\/p>\n<p>2. <\/font><font size=\"2\" color=\"#000000\"><u>Kalihi Valley Homes Modernization Phase 4B<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Modernization of Buildings 19 thru 22. Work to include hazardous material abatement, roofing, electrical,  mechanical, cabinets, flooring, painting, spall repair, site work, sidewalks, conversion of ADA units and  underground utilities.  <\/p>\n<p>3. <\/font><font size=\"2\" color=\"#000000\"><u>Kalihi Valley Homes Modernization Phases 5-9<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Modernization of 22 buildings. Work to include hazardous material abatement, roofing, electrical,  mechanical, cabinets, flooring, painting, spall repair, sidewalks, parking, site work and underground  utilities.<\/p>\n<p>4. <\/font><font size=\"2\" color=\"#000000\"><u>Kalihi Valley Homes Community Center and Administration Renovation<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Demolition, replacement and renovation of interior and exterior elements of the Administration and  Community building. Work to include structural repair, sitework, utilities, bathrooms, cabinetry, ADA  conformance, roofing, painting, spall repair, hazardous material abatement and flooring.<\/p>\n<p>5. <\/font><font size=\"2\" color=\"#000000\"><u>Makua Ali`i and Paoakalani ADA and Building Improvements<\/u><\/font><font size=\"2\" color=\"#000000\">  <br \/>\n Work includes spall repairs, exterior painting and renovation to ADA units (electrical, plumbing, kitchen,  baths, flooring and painting), hazardous materials testing and abatement, accessibility to common areas  and building interiors. <\/p>\n<p>6. <\/font><font size=\"2\" color=\"#000000\"><u>Paoakalani, Makua Ali and Kalakaua Homes Upgrade to Fire Alarm and Call for Aid Systems<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Replacement of existing call for aid and fire alarm systems, hazardous material testing and abatement.<\/p>\n<p>7. <\/font><font size=\"2\" color=\"#000000\"><u>AMPs 34, 35 &amp; 42 &#8211; Replacement and Maintenance to Ventilation Systems<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Upgrade to ventilation systems, hazardous material testing and abatement.<\/p>\n<p>8. <\/font><font size=\"2\" color=\"#000000\"><u>Punchbowl Homes Upgrade to Call for Aid System<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n  Replacement of existing call for aid and intercom systems and hazardous material abatement.    <\/p>\n<p>9. <\/font><font size=\"2\" color=\"#000000\"><u>Punchbowl Homes, Makamae and Pumehana Repair to Trash Chutes<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n  Repair, replacement and modifications of existing trash chutes, trash rooms, doors and signage due to  damage ADA compliance, hazardous material testing and abatement.<\/p>\n<p>10. <\/font><font size=\"2\" color=\"#000000\"><u>Punchbowl Homes Exterior Repairs, Re-roofing, Site and ADA Improvements<\/u><\/font><font size=\"2\" color=\"#000000\">  <br \/>\n Repair or replacement of CMU screen walls, sidewalks, walkways and roofs. Work to include crack and spall  repair, exterior painting, hazardous material abatement, landscaping parking areas, trash areas, and ADA  upgrades (28 units, sidewalks, walkways, parking and common areas). <\/p>\n<p>11. <\/font><font size=\"2\" color=\"#000000\"><u>Pumehana and Makamae Upgrade to Fire Alarm &amp; Call for Aid Systems<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n Replacement of existing call for aid and fire alarm system and hazardous material abatement. <\/p>\n<p>12. <\/font><font size=\"2\" color=\"#000000\"><u>Kalanihuia and Makamae Re-roofing and Repairs<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Replacement and repair of roofing system at Kalanihuia and Makamae; replacement of the wood structure  over the exterior community space and mailboxes at Makamae; painting, patching, and related repairs to  exterior and interior areas affected by demolition, reroofing, new construction, installation of fall protection  anchorages, and previous water damage; ceiling and soffit repair, and replacement of light fixtures and  electrical devices damaged by water from roof leaks.  <\/p>\n<p>13. <\/font><font size=\"2\" color=\"#000000\"><u>Ho`okipa Kahalu`u Exterior and ADA improvements<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Renovation to create 6 ADA units to includes electrical, mechanical, kitchens, baths, cabinets, and flooring.   Work to also include repairs to exterior siding, gutters, accessible routes, common areas, hazardous  material testing and abatement.  Work also includes improvement to site drainage, re-pavement and  fencing.<\/p>\n<p>14. <\/font><font size=\"2\" color=\"#000000\"><u>Wahiawa Terrace Site and Building Improvements<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Modernization of buildings to include exterior painting, hazardous material abatement, units&#8217;  reconfiguration for accessibility, installation of solar water heating system, repaving, sidewalks, ADA  improvements to common areas and ADA conversion of units. <\/p>\n<p>15. <\/font><font size=\"2\" color=\"#000000\"><u>Palolo Valley Homes Modernization Phase 3<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Modernization of Buildings 10 thru 13. Work to include hazardous material abatement, roofing, electrical,  mechanical, cabinets, flooring, painting, spall repair, sidewalks and underground utilities.  <\/p>\n<p>16. <\/font><font size=\"2\" color=\"#000000\"><u>Palolo Valley Homes Modernization Phase 4<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Modernization of Buildings 1 thru 9. Work to include hazardous material abatement, roofing, electrical,  mechanical, cabinets, flooring, painting, spall repair, sidewalks, site work and underground utilities.  <\/p>\n<p>17. <\/font><font size=\"2\" color=\"#000000\"><u>Waipahu I &amp; II Spall &amp; Building Repairs<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Spall repairs, roofing, solar hot water repair&#047;replacement and exterior paint.<\/p>\n<p>18. <\/font><font size=\"2\" color=\"#000000\"><u>AMP 44 &#8211; Security Improvements at Waimaha Sunflower, Kaui`okalani, Ma`ili I, Ma`ili II and Nanakuli<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Repair&#047;replace fencing, install security cameras, repair&#047;replace&#047;install site lighting and remove&#047;prune  trees.<\/p>\n<p>19. <\/font><font size=\"2\" color=\"#000000\"><u>AMP 33 &#8211; Upgrade to Water Heating Systems at Ka`ahumanu Homes and Kamehameha Homes<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Replace existing tank type water heaters, waterpipes, gas pipes and pipe insulation.<\/p>\n<p>20. <\/font><font size=\"2\" color=\"#000000\"><u>Security Upgrades to Kalanihuia (HA 1024) and Pumehana (HA 1047)<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Security upgrades, including, but not limited to, intercom system; security lights and cameras; doors and  gates; painting; and asbestos containing material and lead based paint abatement.<\/p>\n<p>21. <\/font><font size=\"2\" color=\"#000000\"><u>Replacement of Stairs at Spencer House<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Demolition of existing stairs, concrete repair at stair openings, installation of new stair system, including  railings and coating of new stair treads and openings, lead base paint removal from, and painting of, pipes  at parking level.<\/p>\n<p><\/font><font size=\"2\" color=\"#000000\"><b>Kaua`i&#058;<\/p>\n<p><\/b><\/font><font size=\"2\" color=\"#000000\">1. <\/font><font size=\"2\" color=\"#000000\"><u>Home Nani IWS and Site Improvements<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n Demolish existing cesspool and associated piping.<\/p>\n<p>2. <\/font><font size=\"2\" color=\"#000000\"><u>Kekaha-Ha`aheo and Home Nani &#8211; AMP 38 Infrastructure and Site Improvements<\/u><\/font><font size=\"2\" color=\"#000000\"> <br \/>\n Replacement of backflow preventers, fencing, walkways, walls, lighting, water system and clotheslines.  <\/p>\n<p>3. <\/font><font size=\"2\" color=\"#000000\"><u>Hale Ho`onanea, Kalaheo Homes, Kawailehua &#8211; AMP 38 Infrastructure and Site Improvements<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Replacement of backflow preventers, fire hydrants, fencing, sewer systems, parking and installation of  walkways and clotheslines.  <\/p>\n<p>4. <\/font><font size=\"2\" color=\"#000000\"><u>Hale Ho`olulu, Hale Nana Kai O Kea and Hui O Hanamaulu &#8211; AMP 38 Infrastructure and Site Improvements<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Replacement of backflow preventers, fire hydrants, fencing and sewer systems and repairs to building  exteriors. <\/p>\n<p>5. <\/font><font size=\"2\" color=\"#000000\"><u>AMP 38 Renovation to Vacant Units<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Work to include plumbing, electrical, painting, cabinets, flooring bathroom and kitchen fixtures, electrical  and mechanical upgrades.<\/p>\n<p>6. <\/font><font size=\"2\" color=\"#000000\"><u>Ele`ele Homes Building and Site Improvements Project<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Renovation of 24 units.  Work to include plumbing, electrical, painting, cabinets, flooring bathroom and  kitchen fixtures, electrical and mechanical upgrades, roofing, grading for erosion control, exterior lighting,  parking area upgrades, site utility upgrades, repair of damaged walkways, accessibility work, fencing work  and hazmat abatement.<\/p>\n<p>7. <\/font><font size=\"2\" color=\"#000000\"><u>Kapa`a Modernization Project<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Renovation of 36 units, community center and storage yard. Work to include plumbing, electrical, painting,  cabinets, flooring bathroom and kitchen fixtures, electrical and mechanical upgrades, roofing, grading for  erosion control, exterior lighting, parking area upgrades, site utility upgrades, repair of damaged walkways,  accessibility work, fencing work and hazmat abatement.<\/p>\n<p><\/font><font size=\"2\" color=\"#000000\"><b>Mau`i&#058;<\/p>\n<p><\/b><\/font><font size=\"2\" color=\"#000000\">1. <\/font><font size=\"2\" color=\"#000000\"><u>Pi`ilani Homes Site and Building Improvements<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Work includes interior renovations (painting, kitchens and baths, electrical, mechanical, flooring, kitchen  and baths), exterior painting, sidewalks, sitework, parking lot, ADA unit conversions and community center  upgrades. <\/p>\n<p>2. <\/font><font size=\"2\" color=\"#000000\"><u>Kahekili Terrace ADA and Unit Improvements<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Renovation to ADA units to include kitchens, baths, cabinets, plumbing and electrical. In addition, a  complete renovation of a burn unit to include electrical, plumbing, cabinets, drywall, flooring and painting. <\/p>\n<p>3. <\/font><font size=\"2\" color=\"#000000\"><u>Kahekili Terrace Environmental Remediation<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Hazardous material remediation of soil.  <\/p>\n<p>4. <\/font><font size=\"2\" color=\"#000000\"><u>Kahale Mua Site and Dwelling Improvements (Molokai)<br \/>\n<\/u><\/font><font size=\"2\" color=\"#000000\"> Modernization of 25 dwelling units. All comments received by October 18, 2019 (seven [7] calendar days) will be considered by the State of Hawaii prior to submission of a request for release of funds.<\/font><\/p>\n<p align=\"center\">\n<font size=\"2\" color=\"#000000\"><u>RELEASE OF FUNDS<\/p>\n<p><\/u><\/font><\/p>\n<p><font size=\"2\" color=\"#000000\">The State of Hawaii certifies to the HUD that the Honorable David Y. Ige, in his capacity as the Governor of the State of Hawaii, has consented to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities will be satisfied.  The HUD&#8217;s acceptance of the certification satisfies its responsibilities under NEPA and allows the HPHA to use Program funds.<\/font><\/p>\n<p align=\"center\">\n<font size=\"2\" color=\"#000000\"><u>OBJECTIONS TO RELEASE OF FUNDS<\/p>\n<p><\/u><\/font><\/p>\n<p><font size=\"2\" color=\"#000000\">Mr. Jesse Wu, Director, Office of Public Housing, Honolulu Field Office at (808) 457-4668, will accept objections to its release of funds and the State of Hawaii&#8217;s certification for a period of 15 calendar days following the anticipated submission date or its actual receipt of the request (whichever is later) only if it is based upon one of the following&#058;  (a) the certification was not executed by the Certifying Officer of the State of Hawaii; (b) the State of Hawaii has omitted a step or failed to make a decision or finding required by the HUD regulations at 24 CFR Part 58; (c) the grant recipient has incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the HUD at 1132 Bishop Street, Suite 1400, Honolulu, Hawaii  96813-4918.
