\nPRESERVATION ACT OF 1966 AS AMENDED (2006)
\nSAFE ROUTES TO SCHOOL – KING KAUMUALI’I ELEMENTARY SCHOOL, PHASE 1
\nHANAMA˜’ULU AHUPUAA, PUNA DISTRICT, ISLAND OF KAUA’I,
\nFEDERAL-AID PROJECT NUMBER: SRS-1500 (86) WO 106
\nTAX MAP KEYS: TMK: (4) 3-7-003:06, 09 & 999, 3-7-008:49, 67, & 999, 3-7-011:999
\nNotice is hereby given that the Federal Highway Administration (FHWA) and County of Kaua’i,
\nDepartment of Public Works (Kaua’i County) propose to improve pedestrian safety along
\nportions of Hanamã’ulu Road and Akuli Street. This federally funded Kaua’i County project
\nis considered a federal action and undertaking, as defined by Section 106 of the National
\nHistoric Preservation Act (NHPA) of 1966, as amended (2006).
\nThe proposed improvements include: widening of the existing paved roadway shoulder,
\nconstruction of raised concrete sidewalks, curbs, curb ramps, and gutters, installation of
\nnew striping including a median and turn lanes, pavement markings, flashing beacons and
\nsigns. The project may include addition or relocation of pedestrian sidewalks, bike lanes,
\nturn lanes, and parking areas. Drainage, utility, and roadway safety improvements will be
\nconstructed where appropriate. The affected road segments are the following:
\n• Hanamã’ulu Road – Akuli Street to Hanamã’ulu Place (950 feet); and
\n• Akuli Street – Ho’ohana Street to Hanamã’ulu Road (240 feet).
\nMost work would be conducted within the roadway right-of-way (ROW), but there are four
\nadjacent properties where grade and/or property adjustments are required to construct the
\nproposed improvements. The County of Kaua’i will obtain a property adjustment agreement
\nor easement from affected property owners for project elements extending beyond the ROW.
\nNo displacements of existing uses are anticipated by these agreements.
\nThe proposed Area of Potential Effect (APE) is approximately 1.6 acres, along a total of
\nabout 1190 feet of roadway. Only a portion of the APE extends below the ground surface,
\nwith depths of up to approximately 10 inches in areas of new pavement shoulder, sidewalk,
\ncurb and gutter, or pedestrian path, and up to approximately 36 inches where new sign and
\nflashing beacon posts will be installed.
\nPursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian
\ndescendants with ancestral, lineal or cultural ties to, cultural and historical property
\nknowledge of and/or concerns for, and cultural or religious attachment to the proposed
\nproject area are requested to contact Kauai County. Other individuals and organizations with
\ndemonstrated legal, economic or historic preservation interest in the undertaking are asked
\nto contact Kauai County and share information you may have on historical and cultural sites
\nwithin the proposed APE. We welcome any information within 30 days of notice.
