\nSECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF
\n1966 AS AMENDED (2006)
\nSAFE ROUTES TO SCHOOL – KO-LOA ELEMENTARY SCHOOL
\nKO- LOA AHUPUAA, KONA DISTRICT, ISLAND OF KAUA’I,
\nFEDERAL-AID PROJECT NUMBER: SRS-1500 (86) WO 107
\nTAX MAP KEYS: TMK: [4] 2-8-007: 999, 2-8-010: 008, 011, 026, 027, 999, 2-6-008:999
\nNotice is hereby given that the Federal Highway Administration (FHWA) and County of Kaua’i,
\nDepartment of Public Works (Kaua’i County) propose to improve bicycle and pedestrian safety
\nalong portions of Po’ipu- Road and Pa’anau Road. This federally funded Kaua’i County project is
\nconsidered a federal action and undertaking, as defined by Section 106 of the National Historic
\nPreservation Act (NHPA) of 1966, as amended (2006).
\nThe proposed improvements include: widening of the existing paved roadway shoulder,
\nconstruction of raised concrete sidewalks, curbs, curb ramps, grade adjustment walls, and
\ngutters, reconstruction of chain link fencing, installation of new striping, pavement markings,
\nflashing beacons and signs. The project may include addition or relocation of pedestrian
\nsidewalks, bike lanes, turn lanes, and parking areas. Drainage, utility, and roadway safety
\nimprovements will be conducted where appropriate. The affected road segments are the
\nfollowing:
\n• Po’ipu- Road – Ko – loa Road to Blake Lane (2,450 feet); and
\n• Pa’anau Road – Po’ipu- Road to the Pa’anau Village Apartment Complex (615 feet).
\nMost work would be conducted within the roadway right-of-way (ROW), but there are four
\nadjacent properties where grade and/or property adjustments are required to construct the
\nproposed improvements. The County of Kaua’i will obtain a property adjustment agreement or
\neasement from affected property owners for project elements extending beyond the ROW. No
\ndisplacements of existing uses are anticipated by these relocations and easements.
\nThe proposed Area of Potential Effect (APE) is approximately 3.7 acres, along a total of about
\n3,065 feet of roadway. Only a portion of the APE extends below the ground surface, with depths
\nof up to approximately 10 inches in areas of new pavement shoulder, sidewalk, curb and gutter,
\nor pedestrian path, and up to approximately 36 inches where new sign and flashing beacon posts
\nwill be installed.
\nPursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian
\ndescendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge
\nof and/or concerns for, and cultural or religious attachment to the proposed project area are
\nrequested to contact Kaua’i County. Other individuals and organizations with demonstrated legal,
\neconomic or historic preservation interest in the undertaking are asked to contact Kaua’i County
\nand share information that you may have on historical and cultural sites within the proposed APE.
\nWe welcome any information within 30 days of notice.
