Pursuant to Kauai County Code Section 8-3.4, Hawaii Revised Statutes Chapter 91-3, and the Rules of Practice and Procedure of the County of Kaua’i Planning Commission, notice is hereby given that the County of Kauai Planning Commission ("Commission") will hold a <\/font>public hearing on Tuesday, February 11, 2020, at 9:00 a.m. in the Lihue Civic Center, Moikeha Building, Meeting Room 2A-2B, 4444 Rice Street, Lihue, Kauai, Hawaii <\/b><\/font>to hear testimony and comments from all interested persons regarding the following:
\n 1. Zoning Amendment ZA-2020-7:
\n<\/font> <\/font> DEVELOPMENT PLAN AMENDMENTS: Hanapepe-‘Ele’ele Development Plan and Waimea-Kekaha Development Plan.
\n<\/font> <\/font> ZONING MAP AMENDMENTS: ZM-K 100 Kekaha, ZM-W 100 Waimea, and ZM-H 200 Hanapepe-Port Allen-‘Ele’ele.
\n This bill for an ordinance proposes to adopt and implement the West Kauai Community Plan, which is an update to the Hanapepe-‘Ele’ele Development Plan and the Waimea-Kekaha Development Plan, and includes the communities of Kekaha, Waimea, Hanapepe, ‘Ele’ele, and Kaumakani. The proposed ordinance will amend Chapter 10, Articles 3 and 4 of the Kauai County Code to adopt the West Kauai Community Plan and establish special planning areas for the town centers of Kekaha, Waimea, Hanapepe, and ‘Ele’ele-Port Allen. The special planning areas will use form-based code to provide development standards and guidelines to further the goals and objectives for the West Kauai Community Plan that were created through a public planning process.
\n The following special planning areas are proposed:
\n<\/font> <\/font> Special Planning Area “K”, also known as the “Kekaha Town Walkable Mixed Use District”.
\n<\/font> <\/font> Special Planning Area “L”, also known as the “Waimea Town Walkable Mixed Use District”.
\n<\/font> <\/font> Special Planning Area “M”, also known as the “Hanapepe Town Walkable Mixed Use District”.
\n<\/font> <\/font> Special Planning Area “N”, also known as the “‘Ele’ele-Port Allen Walkable Mixed Use District”.
\n Chapter 4 of the Rules of Practice and Procedure of the Planning Commission relating to intervention does not apply to General Plan, Zoning, or State Land Use District Boundary Amendments and Rule Making Procedure before the Commission. All interested persons shall be afforded the opportunity to submit data, views, or arguments, orally or in writing on the proposed rule amendments at the time of the public hearing. Persons wishing to submit written testimony are requested to submit their written testimony to the Planning Department at the addresses noted above. Persons presenting oral testimony are requested to also submit their testimony in writing to the Planning Department at the addresses noted above. All submissions for the record must be received at or prior to the scheduled public hearing.
\n A copy of the proposed amendments will be mailed to any interested person who requests a copy and pays the required fees for copying and postage. Please submit your request to the Planning Department. Copies of the proposed amendments may be picked up from the Planning Department at the above address between the hours of 7:45 a.m. and 4:00 p.m., Monday through Friday, excluding holidays.
