Project Name: Waimea Huakai Self-Help Subdivision<\/p>\n

Project Summary: Site and residential improvements consisting of 5 single family residential units to provide affordable housing for Kauai’s workforce. Waimea Huakai Self Help’s units will be affordable to households who are 80% and below Kaua’i’s median household income. <\/p>\n

Project Location: Project site is situated in the District of Waimea, Kaua’i, identified by Tax Map Key (4) 1-5-008 Por: 055, 056, 057, 058 and 059. The project site is accessible from Huakai Street.<\/p>\n

Funding: HOME Investment Partnership Program ($450,860.00)<\/p>\n

\n<\/font>REQUEST FOR RELEASE OF FUNDS (RROF)<\/p>\n

<\/u><\/font>On or about February 6, 2020, the County of Kauai will submit a request to the Hawaii Housing Finance and Development Corporation (HHFDC) for the release of HOME Investment Partnerships (HOME) Program funds authorized by Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended.<\/p>\n

\n<\/font>FINDING OF NO SIGNIFICANT IMPACT (FONSI)<\/p>\n

<\/u><\/font>The activity proposed comprise of a project for which a Finding of No Significant Impact on the environment was published on December 4, 2019. An Environmental Review Record (ERR) that documents the environmental determination for this project is on file at the Kauai County Housing Agency, 4444 Rice Street, Suite 330, Lihue, Kauai, Hawaii, 96766, and may be examined or copied weekdays, 8:00 a.m. to 4:00 p.m.<\/p>\n

<\/font>PUBLIC COMMENTS<\/p>\n

<\/u><\/font>Any individual, group or agency may submit written comments on the ERR to the Kauai County Housing Agency, 4444 Rice Street, Suite 330, Lihue, Hawaii, Attn: Steve Franco. All comments received by February 5, 2020 will be considered by the County of Kauai, prior to authorizing the submission of a request for the release of funds. <\/p>\n

<\/font>ENVIRONMENTAL CERTIFICATION<\/p>\n

<\/u><\/font>The County of Kauai certifies to HHFDC that Derek S.K. Kawakami, in his capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HHFDC’s approval of the certification satisfies their respective responsibilities under NEPA and related laws <\/font>and authorities and allows the County of Kauai to use Program funds for this project.<\/p>\n

<\/font>OBJECTIONS TO THE RELEASE OF HOME FUNDS
\n<\/u><\/font>
\nHHFDC will accept objections to its release of funds and the County of Kauai’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of the County of Kauai; (b) the County of Kauai has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HHFDC; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Hawaii Housing Finance and Development Corporation, 677 Queen Street, Suite 300, Honolulu, Hawaii, 96813, Attn: Janice Takahashi, Chief Planner. Potential objectors should contact HHFDC at (808) 587-0680 to verify the actual last day of the objection period.<\/p>\n
