\nSECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT (NHPA)
\n<\/b>PUA LOKE AFORDABLE HOUSING PROJECT
\nLIHUE, NAWILIWILIW AHUPUAA, LIHUE (PUNA) DISTRICT, ISLAND OF KAUAI,
\nTAX MAP KEY (4) 3-8-005:0028, 029 <\/p>\n

<\/font><\/p>\n

The Kauai County Housing Agency (County) anticipates receiving federal funds from the U.S. Department of Housing and Urban Development (HUD) for the <\/font>proposed project. The proposed County project is considered a federal undertaking<\/font> as defined<\/font> in Title 36 of the Code of Federal Regulations (CFR) Part 800.16(y) and is subject to Section 106 of the National Historic Preservation Act (NHPA). <\/p>\n

<\/font>Proposed Project<\/u><\/font>:
\nThe proposed affordable housing development project involves the construction <\/font>of 54 multi-family affordable rental housing units together with onsite parking areas<\/font> <\/font>and associated utility installation. The proposed project is located in Lihu’e, Kaua’i.<\/p>\n

<\/font>Area of Potential Effects (APE)
\n<\/u><\/font>The proposed Area of Potential Effects (APE) comprises Tax Map Key (TMK) (4) 3-<\/font>8-005:028 and 29. The APE is a total of approximately 1.46 acres. The APE extends<\/font> <\/font>up to 10 feet below the surface for trench work and utility installation. The property<\/font> is bounded on the northwest by the Kauai County Department of Water parking lot, on the northeast by Pua Loke Street, on the southeast by Haleko Road, and <\/font>on the southwest by a series of commercial and professional buildings surrounded<\/font> by parking lots. All flanks of the overall APE are developed. The APE is situated <\/font>within a built environment which includes buildings, paved parking lots, landscaping,<\/font> and infrastructure.<\/p>\n

<\/font>Project Findings
\n<\/u><\/font>An archaeological inventory survey (AIS) was conducted for the proposed project. The AIS resulted in negative findings, which are presented as an archaeological assessment (AA) report in accordance with Hawaii Administrative Rules (HAR) <\/font>§13-275-5. On September 13, 2018, The State Historic Preservation Division (SHPD)<\/font> <\/font>accepted the AA and concurred with the County’s HRS 6E project effect determination<\/font> of no historic properties affected. An Environmental Assessment (EA) was prepared in accordance with Chapter 343 Hawai’i Revised Statutes <\/font>(HRS), National Environmental Policy Act (NEPA) (Title 40 CFR Parts 1500-1508),<\/font> <\/font>and 24 CFR Part 58. On March 19, 2018 the Final EA and Finding of No Significant<\/font> Impact (FEA-FONSI) was issued. Copies of the AA and FEA-FONSI may be viewed online at <\/font>www.kauai.gov/housing<\/p>\n

<\/font>Request for Consultations<\/u><\/font>
\nWe welcome any information you may have on historical and cultural sites that have been recorded in or which you may have knowledge of within the proposed APE. In <\/font>addition, if you are acquainted with any person or organization that is knowledgeable<\/font> about the proposed APE, or any descendants with ancestral, lineal or cultural ties to or cultural knowledge and/or historical properties information of or concerns for, and cultural or religious attachment to the proposed APE, we would appreciate receiving their names and contact information.<\/p>\n

Should you wish to participate in the Section 106 process, we request your <\/font>written intent. Entitled consulting parties during the Section 106 process includes<\/font> the Advisory Council of Historic Preservation, State Historic Preservation <\/font>Officers, Native Hawaiian Organizations (NHOs), local governments and applicants<\/font> for <\/font>federal assistance, permits, licenses and other approvals. NHOs and Native Hawaiian<\/font> descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed APE are asked to contact the County by the date <\/font>specified below. Other individuals and organizations with legal, economic, or historic<\/font> <\/font>preservation interest are also requested to respond by the date below to demonstrate<\/font> your interest in the proposed undertaking and provide intent to participate in the Section 106 process; your participation is subject to County approval.<\/p>\n

Please also provide your comments on the proposed APE, any information you may have on cultural and/or historical sites that have been recorded within the APE, as well as the names and contact information of people/organizations who may have cultural affiliations and historical properties information in the vicinity of the proposed APE.<\/p>\n
