To all interested Agencies, Groups and Persons:<\/p>\n

Notice is hereby given that the Kaua’i County Housing Agency (KCHA) will hold a public hearing on the draft 5-Year Consolidated Plan 2020-2025 (CP), proposed Annual Action Plan PY 2020 (AAP) projects that have been recommended for anticipated funding assistance from the U.S. Department of Housing and Urban <\/font>Development (HUD) through the federal Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Housing Trust Fund (HTF) programs.<\/font> Pursuant to 24 CFR 91, the public hearing is to afford citizens the opportunity to provide written or oral comments to the draft CP and AAP projects. A hearing is scheduled for the following date, time and place:<\/p>\n

<\/font> Monday, March 16, 2020 at 4:30 p.m. at the Lihu’e Civic Center, Pi’ikoi Building
\n Conference Room B, 4444 Rice Street, Suite 330, Lihu’e, Hawai’i 96766<\/p>\n

PROPOSED CDBG PROJECTS:<\/p>\n

<\/b><\/font> <\/font>PUBLIC SERVICES
\n<\/u><\/font> a. Food Service Continued Support/Expansion $25,000.00
\n (Friendship Club)
\n Purchase industry standard equipment to expand the pre-vocational Food Service Program in order
\n to provide real life skills in the food service industry in a stigma free environment. <\/p>\n

<\/font>HOUSING<\/u><\/font>
\n<\/font> b. Lihue Theater Senior Housing – Energy Efficiency $200,000.00
\n<\/font> (Kaua’i Housing Development Corporation)
\n Install photovoltaic panels and battery storage to improve energy efficiency and ensure the housing
\n complex remains affordable for seniors. <\/p>\n

<\/font>PUBLIC FACILITIES<\/u><\/font>
\n c. Laukona Park Improvements $300,000.00
\n (County of Kaua’i, Department of Parks and Recreation)
\n Provide ADA accessibility and expand recreational opportunities for the residents of a low- to moderate-income
\n area neighborhood. <\/p>\n

<\/font> d. KEO Shelter Support Services Improvement and Rehabilitation $38,240.00
\n<\/font> (Kaua’i Economic Opportunity, Inc.)
\n Improvements to the wastewater system of the emergency shelter and transitional housing units to extend the life of the
\n facility and decrease homelessness, and provide ADA accessibility to participants seeking various social services programs. <\/p>\n

<\/font> ADMINISTRATION
\n<\/u><\/font> e. Administration $139,014.00
\n (Kaua’i County Housing Agency)
\n General program administration, project implementation, compliance monitoring, evaluation, record-keeping and reporting. <\/p>\n

<\/font>TOTAL ANTICIPATED CDBG FUNDING <\/b><\/font> <\/font>$702,254.00<\/p>\n

<\/b><\/font>KCHA anticipates receiving $695,071.00 from HUD for the PY 2020 CDBG annual allocation and will utilize $7,183.00 from program income.
\nShould there be an increase or decrease in the actual allocation amount, the lowest ranked project from each category will be adjusted accordingly. <\/p>\n

<\/font>ALTERNATE PROJECT<\/u><\/font>:
\nTo ensure the performance of the County of Kaua’i’s CDBG program in meeting timeliness regulations at 24 CFR 570.902, should any of the projects listed above
\nnot proceed as represented in the CDBG applications, the following alternate projects may be funded as long as the project is ready to proceed and will comply with
\nCDBG regulatory requirements:<\/p>\n

a. Homeownership Education and Counseling Project $35,000.00
\n (Hawaiian Community Assets, Inc.)
\n Conduct HUD-certified homebuyer education workshops and counseling to first-time homebuyers in order to increase
\n financial capacity to purchase homes and prevent foreclosure.<\/p>\n

b. Case Management Self-Sufficiency and Substance Abuse Relapse Prevention Program $35,000.00
\n (Women in Need)
\n Provide relapse prevention classes and case management to individuals working to overcome substance abuse addictions. <\/p>\n

The public is advised that the County of Kaua’i may exercise the option to incur pre-award costs for projects in its PY 2020 budget pursuant to 24 CFR 570.200(h) to
\nassist with compliance of CDBG timeliness regulations. Non-CDBG funds used for pre-award costs will be reimbursed upon receipt of PY 2020 CDBG funds from HUD.<\/p>\n

<\/font>PROPOSED HOME PROJECTS:<\/p>\n

<\/b><\/font> a. Tenant-Based Rental Assistance $300,000.00
\n<\/font> (Kaua’i County Housing Agency)
\n Subsidy to assist households with rent, security deposits, and utility deposits when obtaining a rental unit. Rent subsidy
\n will assist 30 homeless families with minor children up to 24 months.<\/p>\n

b. Scattered Lot Development $250,000.00
\n (To be determined)
\n Development of single family residences on County-owned parcels to be sold to first-time homebuyers whose annual household
\n is at 80% or below HUD’s Area Median Income.<\/p>\n

<\/font>TOTAL ANTICIPATED HOME PROGRAM INCOME FUNDS<\/b><\/font> <\/font>$550,000.00
\n<\/b><\/font>
\nKCHA is not scheduled to receive HTF funds in this AAP, however, should funds become available from Hawaii Housing and Finance Development Corporation (HHFDC), or should any CDBG or HOME funds become available from cancelled or completed projects, or by receipt of program income or revolving funds, such funds may be reprogrammed to any open Action Plan project in accordance with the requirements of the County’s Citizen Participation Plan and prior approval from HUD or HHFDC. <\/p>\n

<\/font>The purpose of the 5-Year CP and AAP for PY 2020 is to ensure that jurisdictions receiving federal assistance, plan for housing and related needs in a way that improves<\/font> availability and affordability of decent housing, a suitable living environment, and expands economic opportunities, principally for low- to moderate-income persons.<\/p>\n

All interested persons who wish to comment on the draft CP and proposed AAP may do so at the Public Hearing, or may submit written comments to Kaua’i County Housing Agency, 4444 Rice Street, Suite 330, Lihu’e, Hawai’i 96766, Attn: Kerri Barros, email <\/font>kbarros@kauai.gov<\/u><\/font> (CDBG) or Steven Franco, email <\/font>sfranco@kauai.gov <\/u><\/font>(HOME & HTF). The 30-day comment period will commence on February 19, 2020. All comments received by March 19, 2020 will be considered prior to fund appropriation.
