NOTICE OF CONSULTATION
\nSECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF 1966 AS AMENDED (2006)
\nKEKAHA DITCH FLOW CONTROL AND MONITORING STATIONS
\nWAIMEA AHUPUAA, DISTRICT OF WAIMEA, ISLAND OF KAUAI
\nTAX MAP KEY(S): (4)1-2-002:001, (4)1-5-001:002 & 017
\nNotice is hereby given that the Agribusiness Development Corporation (ADC) proposes the above-mentioned flow
\ncontrol and monitoring stations project. Due to federal permitting (U.S. Army Corps of Engineers Section 404
\nPermit), the proposed is considered a federal action and undertaking, as defined by Section 106 of the National
\nHistoric Preservation Act (NHPA) of 1966, as amended (2006).
\nThe ADC is proposing to install monitoring stations at five (5) locations along the Waimea River and the Kehaka
\nIrrigation Ditch system to monitor stream flow control in accordance with the Waimea Watershed Area Mediation
\nAgreement dated 18 April 2017. The proposed scope of work includes the following rehabilitation of existing
\ninfrastructure and new construction as listed below:
\n• New construction of a concrete pad for a pole-mounted photovoltaic (PV) system at the Koaie Intake location.
\n• New construction of a concrete pad for a pole-mounted PV system near the Waiahulu dam below the existing
\ndiversion structure located just before the upper intake to the Kekaha ditch.
\n• New construction of a concrete pad for a pole-mounted PV system approximately 50 meters above where the
\nditch enters a near continuous tunnel section that doesn’t daylight again until it reaches the penstock located
\nabove the Mauka Hydropower Plant.
\n• New construction of a concrete pad for a pole-mounted PV system at Hukipo flume.
\nModifications to existing possible historic properties include:
\n• Construction of a concrete flume within the ditch between the tunnel intake on Koaie Stream and the
\ndownstream existing dam structure;
\n• Installation of a simple vertical stilling well against the sidewall of the tunnel that transmits water from Koaie to
\nWaiahulu Stream near the metal grate intake on Koaie Stream;
\n• Construction of a concrete flume within the Waiahulu dam below the existing diversion structure located just
\nbefore the upper intake to the Kekaha ditch;
\n• Installation of a simple vertical stilling well in the bank of the ditch approximately 50 meters above where the
\nditch enters a near continuous tunnel section that doesn’t daylight again until it reaches the penstock located
\nabove the Mauka Hydropower Plant;
\n• Installation of a simple vertical stilling well in the bank of the ditch in the area known as the Waimea Tailrace,
\nlocated approximately 50 meters of the lower ditch diversion point below the Mauka Hydropower plant; and
\n• A vented pressure transducer will be installed in the existing stilling well and the existing rating curves for the
\nflume will be used to convert stage measurements into flow volumes.
\nAs part of the identification of historic properties effort, ADC is moving forward with consultation efforts with
\nNative Hawaiian Organizations (NHOs) (36 Code of Federal Regulations (CFR) §800.4[a][4]) and consultation with
\nindividuals, organizations, and the public with a demonstrated interest in the undertaking (36 CFR §800.2[c])
\nand will include documentation of the nature of the consultation, the names of the consulted parties, and their
\ncomments/concerns. The ADC requests that NHOs and Native Hawaiian descendants with ancestral lineal or
\ncultural ties to, cultural knowledge or concerns for, and cultural or religious attachment to the proposed project
\nArea of Potential Effect, provide a response within 30 days of notification. Interested participants are requested
