\nNotice is hereby given that the Federal Highway Administration (FHWA) and the County of Kaua’i Department of Public
\nWorks (“County”) proposes to rehabilitate Hanap-ep- e Bridge. This proposed County project is considered a federal action and
\nundertaking, as defined in Title 36 of the Code of Federal Regulations (CFR) Part 800.16(y).
\nHanap-ep-e Bridge (Structure Number: 007190071119004), is located in Hanap-ep- e on the island of Kaua’i. The bridge carries
\nHanap-ep- e Road, a County roadway, over the Hanap-ep- e River. The bridge was built in 1911 and an elevated walkway with metal
\nrailings was added in 1927. While not listed on the National or Hawai’i Register, the bridge is included in the Hawai’i State Historic
\nBridge Inventory and Evaluation (2013) and is considered to have high preservation value.
\nThe proposed project will repair spalled and delaminated areas of exposed reinforcing in the deck, girders, floor beams, abutments,
\npier walls, and railings. The proposed maintenance and structural repair work will consist of chipping or sawing out the old concrete,
\ninstalling reinforcement, patching with epoxy grout, patching mortar or concrete, and applying sealant. The existing AC and base
\ncourse will be removed, and a new concrete deck will be placed on top of the original deck along with an asphalt overlay.
\nIn addition, the elevated walkway on the makai side of the bridge will be restored to operational condition by placing new, preformed
\nconcrete slabs for the walkway surface and sides. The metal railings are in poor condition and will be removed and replaced with a
\ndesign similar to the original 1927 design and matching the existing color. Additional horizontal members will be added to the railing
\nto meet existing building codes due to the large openings in the existing railing design. Metal wires (similar to the original design)
\nwill be added to the bottom 27 inches (each 4 inches apart) and horizontal pipe members and fittings will be added to the upper 15
\ninches so that an 8 inch diameter sphere will not pass through the opening. The proposed work is not anticipated to result in visual
\nchanges to the appearance of the bridge, with the exception of the modification to the railing design.
\nIn addition to the restored elevated walkway accessed by stairs, an Americans with Disabilities Act compliant pedestrian sidewalk will
\nbe provided on the rehabilitated bridge by using tubular reflective delineators, similar to the existing situation. The proposed Area of
\nPotential Effects (APE) comprises Hanap-ep- e Bridge, the transition onto Hanap-ep- e Road, and two temporary construction laydown
\nareas. The proposed APE is a total of approximately 0.5 acres. All work would be conducted within the existing operational roadway,
\nwith the exception of the two laydown areas.
\nWe welcome any information you may have on historical and cultural sites that have been recorded in or which you may have
\nknowledge of within the proposed APE. In addition, if you are acquainted with any persons or organizations that are knowledgeable
\nabout the APE, or any descendants with ancestral, lineal, or cultural ties to or cultural and/or historical properties knowledge of or
\nconcerns for, and cultural or religious attachment to the proposed project area, we would appreciate receiving their names and contact
\ninformation.
\nPlease also provide your comments on the APE, any information you may have on cultural and/or historical sites that have been
\nrecorded within the APE, and the names and contact information of people/organizations who may have cultural affiliations and
\nhistorical properties information in the vicinity of the APE.
