NOTICE OF PUBLIC HEARING<\/p>\n <\/b><\/font><\/p>\n Pursuant to 24 CFR Part 903.17, the Hawaii Public Housing Authority (HPHA), Department of Human Services, hereby provides notice that it will hold public hearings on the Amended Public Housing Agency (PHA) Annual Plan for Fiscal Year 2021-2022.<\/p>\n <\/font>Background<\/u><\/font>: The HPHA’s PHA Annual Plan for Fiscal Year 2021-2022 was submitted to the U.S. Department of Housing and Urban Development (HUD) on April 16, 2021 and approved on May 24, 2021.<\/p>\n Pursuant to the HPHA’s rules and as stated in the HPHA’s PHA Annual Plan for Fiscal Year 2021-2022, a significant amendment or modification to the PHA Plan is the 1) adding or eliminating of major strategies to address housing needs and to major policies or programs; or 2) modifying a strategy such that a substantial transfer of resources away from others is necessary in order to carry it out. Pursuant to 24 CFR 903.21, each significant amendment or modification to a plan submitted to HUD is subject to the requirements of 24 CFR sections 903.13, 903.15, and 905.17.<\/p>\n <\/font>Proposed Amendments<\/u><\/font>: Under the revised plan, the HPHA intends to approve a policy to allow for the use of Emergency Housing Vouchers (EHVs) and any additional offering or allocation of Special Purpose Vouchers (SPVs), pursue a Moving-to-Work (MTW) Agency Designation, and explore free or low cost broadband internet opportunities for public housing properties.<\/p>\n <\/font>Public Review<\/u><\/font>: The HPHA’s Draft Amended PHA Annual Plan for Fiscal Year 2021-2022 is available for public viewing at the HPHA and site management offices at the following locations between 7:45a.m. to 4:30p.m. <\/p>\n <\/font> HPHA’s Administrative and Section 8 Offices, 1002 N. School Street, Honolulu <\/font>It is also available on the HPHA website at HYPERLINK: <\/font>Public Hearings<\/u><\/font>: The public may participate in the Public Hearing electronically as it happens via Zoom app at the following link: Alternatively, the public may also participate via telephone by calling 1-253-215-8782. We request that meeting participants change the display on their device to show their first and last name. <\/p>\n Public hearings will be held at the following locations on \nMonday, July 26, 2021 at 5:30 p.m.:<\/p>\n <\/b><\/font><\/p>\n Hawaii Public Housing Authority (HPHA) Kealakehe Housing Project Lanakila Homes Conference Room Kapaa Community Hall Kahekili Terrace Office/Community Hall <\/font>All interested persons are invited to provide comments relating to the HPHA’s Draft Amended PHA Annual Plan for Fiscal Year 2021-2022 either orally or in writing. <\/p>\n Oral comments should be presented at the public hearing. All oral and written testimony presented at the public hearing will be considered in preparing the HPHA’s Amended PHA Annual Plan for Fiscal Year 2021-2022. Persons who cannot attend the hearing and prefer not to provide written comments may phone (808) 436-7183 and leave their comments as a voicemail message. <\/p>\n Written comments may be presented to the presiding officer at the public hearing, or mailed to the Hawaii Public Housing Authority, Attention: Amended Annual PHA Plan, at 1002 North School Street, Honolulu, Hawaii 96817. Written comments may also be faxed to (808) 832-4679 or sent by electronic mail to <\/font>benjamin.h.park@hawaii.gov<\/u><\/font>. Written comments not presented at the public hearing should be received at HPHA office in Honolulu by 4:30 p.m. Monday, July 26, 2021.<\/p>\n Any person requiring assistance to participate, such as large print, taped materials, interpreters for sign language or limited English proficiency, etc., should make a request to HPHA at least ten working days prior to the public hearings in order to allow time to make arrangements.
