NOTICE OF PUBLIC HEARING<\/p>\n <\/b><\/font><\/p>\n Pursuant to 24 CFR Part 903.17, the Hawaii Public Housing Authority (HPHA), Department of Human Services, hereby provides notice that it will hold public hearings to consider proposed amendments to the Section 8 – Housing Choice Voucher Program Administrative Plan. <\/p>\n <\/font>Background<\/u><\/font>: HPHA is amending its Section 8 – Housing Choice Voucher Program Administrative Plan, as required, to establish a new Chapter 18 that sets forth the requirements and administration of a new U.S. Department of Housing and Urban Development (HUD) Emergency Housing Voucher (EHV) Program designed to assist individuals and families who are experiencing homelessness; at risk of homelessness; fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or human trafficking, and recently homeless and for whom providing rental assistance will prevent individual’s or family’s homelessness or having high risk of housing stability, as required by HUD Notice PIH 2021-15. <\/p>\n HPHA is further amending its Section 8 – Housing Choice Voucher Program Administrative Plan to establish a new Part X to Chapter 17 to address provisions required under the Rental Assistance Demonstration (RAD) Program, including, but not limited to, the term of the RAD PBV contract, which shall be not less than 15 years, contract rents, re-determining tent to owner annually based on rent reasonableness, conversion of households from public housing to RAD PBV, lease provisions, establishment of phase-in of resident rent increases as a result of RAD conversion over a three- or five-year period for residents previously paying flat rent, terminating notification requirements, grievance process, tenant screening policies, establishment of and transitioning to the PBV waiting list, a right to return policy, resident participation and funding, and voucher inventory turnover cap. <\/p>\n The complete rules are available on the HPHA website at Hyperlink: <\/font>http://www.hpha.hawaii.gov/referenceinformation/<\/u><\/font> <\/p>\n <\/font>Public Review<\/u><\/font>: The proposed Emergency Rules are available for public viewing at the HPHA City and County of Honolulu and Hawaii County site management offices at the following locations between 7:45a.m. to 4:30p.m. \nPublic hearing will be held on<\/p>\n <\/font>Monday, November 1, 2021 at 5:30 p.m.<\/p>\n <\/b><\/font><\/p>\n Public Hearings<\/u><\/font>: The public may participate in the Public Hearing electronically as it happens via Zoom app at the following link: Alternatively, the public may also participate via telephone by calling 1-253-215-8782. All oral and written testimony presented at the public hearing will be considered in preparing the Section 8 – Housing Choice Voucher Program Administrative Plan. Persons who cannot attend the hearing and prefer not to provide written comments may phone (808) 721-3512 and leave their comments as a voicemail message.<\/p>\n Written comments may be presented mailed to the Hawaii Public Housing Authority, Attention: Section 8 Admin Plan, at 1002 North School Street, Honolulu, Hawaii 96817, or presented to the presiding officer at the public hearing.
