\n WAIMEA CANYON DRIVE & KOKEE ROAD IMPROVEMENTS PHASE II PROJECT
\nWAIMEA AHUPUAA, KONA DISTRICT, KAUAI
\nFEDERAL-AID PROJECT NO. STP-0550(005)

\n1-2-002:001 (POR.); 1-2-001:004 (POR.); 1-2-001:003 (POR.); and 1-4-001:002 (POR.)
\nNotice is hereby given that the Federal Highway Administration (FHWA) and the State of Hawaii Department of Transportation, Highways Division
\n(HDOT) propose the Waimea Canyon Drive (Route 550) & Kokee Road (Route 550) Improvements Phase II Project located in the Waimea Ahupuaa
\nof the Kona District of Kauai; see map below. This federally funded HDOT project is considered a federal action and undertaking, as defined by
\nSection 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).
\nHDOT is proposing to improve the Waimea Canyon Drive and Kokee Road right-of-way (ROW). Planned improvements include reconstructing
\nand rehabilitating portions of the paved travel lanes; grading and paving roadway shoulders; paving under guardrails; installing, replacing, and
\nadjusting guardrails; maintaining and repairing culverts; constructing four temporary staging areas totaling 0.47 acres (20,600 sf); trimming
\ntrees; stabilizing portions of a roadside bank; realigning a segment of the Kokee Ditch (irrigation ditch); removing earth overhangs; installing
\nerosion control matting; and grading a parking area with gravel.
\nThe Area of Potential Effect (APE) is the area where the proposed project could potentially affect historic properties and includes any visual,
\nauditory, and/or other environmental impacts beyond the actual footprint of the proposed project. The 9.4-mile APE and Project Area (PA) are
\nsynonymous in the road ROW (TMK: [4] 1-2-001:999; 1-2-002:999 [por.]; 1-4-001:999 [por.]) between mile post 4.6 at the south end of the APE/
\nPA on Waimea Canyon Drive to mile post 14 at the north end of the APE/PA on Kokee Road, and limited work and staging areas bordering the ROW
\n(portions of TMK: 1-2-001:003, 1-2-001:004; 1-2-002:001 and 1-4-001:002). The APE comprises 35.23 acres total.
\nPursuant to Section 106 of the NHPA, Native Hawaiian Organizations (NHO) and Native Hawaiian descendants with ancestral, lineal or cultural
\nties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area
\nare requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the
\nundertaking are also asked to contact HDOT and share information you may have on historical and cultural sites within the proposed APE.
