\nNOTICE OF PUBLIC HEARING<\/p>\n <\/b><\/font><\/p>\n Pursuant to 24 CFR Part 903.17, and 91-2 and 92-41, Hawaii Revised Statutes, the Hawaii Public Housing Authority (HPHA), Department of Human Services, hereby provides notice that it will hold public hearings to consider proposed adoption and adoption to: <\/font>Background<\/u><\/font>: 2) HPHA is amending Chapter 18, entitled “Emergency Housing Vouchers”, of its Section – Housing Choice Voucher Program Administrative Plan, to establish additional policies: <\/font>Public Review<\/u><\/font>: The proposed changes to Chapter 18, Section 8 – Housing Choice Voucher Program and proposed new Chapter 17-2040, HAR, are available for public viewing at the HPHA and site management offices at the following locations between 7:45a.m. to 4:30p.m.<\/p>\n <\/font>HPHA’s Administrative and Section 8 Offices, 1002 N. School Street, Honolulu The complete rules are available on the HPHA website at Hyperlink: \nPublic hearing will be held on<\/p>\n <\/font>Monday, April 18, 2022, at 5:30 p.m.<\/p>\n <\/b><\/font><\/p>\n Public Hearings<\/u><\/font>: The public may participate in the Public Hearing electronically as it happens via Zoom app at the following link: <\/b><\/u><\/font>When prompted, enter the Meeting ID: 891 963 3178 and the Password: 9dn9C3<\/p>\n Alternatively, the public may also participate via telephone by calling 1-253-215-8782. We request that meeting participants change the display on their device to show their first and last name. <\/p>\n All interested persons are invited to provide comments relating to the proposed Section 8 Administrative Plan. <\/p>\n Oral comments should be presented during the public hearing. All oral and written testimony presented at the public hearing will be considered in preparing amendments to Chapter 18 or the Section 8 – Housing Choice Voucher Program Administrative Plan, and proposed new Chapter 17-2040, HAR. Persons who cannot attend the hearing and prefer not to provide written comments may phone (808) 721-3512 and leave their comments as a voicemail message.<\/p>\n Written comments may be presented mailed to the Hawaii Public Housing Authority, Attention: Section 8 Admin Plan, at 1002 North School Street, Honolulu, Hawaii 96817, or presented to the presiding officer at the public hearing. \n1) The Emergency Housing Voucher (EHV) program is a new program created by the American Rescue Plan (ARP) Act of 2021. The proposed adoption of Chapter 17-2040 will include rules to establish the HPHA’s EHV program. These EHVs are to assist individuals and families who are:
\n a) Experiencing homelessness;
\n b) At risk of homelessness;
\n c) Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking; or
\n d) Recently homeless and for whom providing rental assistance will prevent the family’s homelessness or having high risk of housing instability.<\/p>\n
\n a) Requiring participants to report changes in income in writing,
\n b) Addressing families that breakup to clarify who would retain assistance,
\n c) Deleting the expired waiver for dwelling unit inspection extensions,
\n d) Clarifying that participants are not responsible for HPH Housing Assistance Payments to the landlord,
\n e) Clarifying that landlords or owners cannot change any payments in addition to the rent to landlords or owners,
\n f) Adding that the HPHA may pay for rental application fees to the landlord or owner and that the HPHA shall not charge application fees,
\n g) Adding request procedures and clarification that the HPHA may pay holding fees, and
\n h) Requiring special inspection requests to be in writing. <\/p>\n
