\nNotice is hereby given that the Hawaii Department of Transportation, (HDOT), in coordination with the Federal Highway
\nAdministration (FHWA), proposes to construct the project titled, "Kuhio Highway Resurfacing, Laukini Road to Kapule
\nHighway", in the Puna District on the Island of Kauai. This federally funded HDOT project is considered a federal action
\nand undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended
\n(2006).
\nThe proposed project involves highway resurfacing to Kuhio Highway, Route 56, from Laukini Road to Kapule Highway,
\nMile Post 1.01 to Mile Post 2.76. The proposed project involves improvements to the existing roadway by reconstructing
\nweakened pavement areas, cold-planing, resurfacing, installing new sidewalks, curb ramps and curbing, extending
\nexisting sidewalks to existing bus stops, installing pavement marking, replacing existing traffic signs, and cleaning existing
\nculvert and drainage structures. The scope of work will be done within the footprint of the existing, previously disturbed
\nState Highways Right-of-Way (ROW). The total Area of Potential Effect (APE) is approximately 18.84 acres and includes
\nthe length and width of Kuhio Highway ROW that is 1.75 miles long and up to 255 ft wide and approximately 24 inches
\nbelow the existing paved surface in reconstruction areas. Signpost sleeves will be pounded into the existing ground at a
\ndepth no greater than 4 ft. Staging areas would likely be on previously graded, developed areas, within the ROW or
\nwithin adjacent driveways. The APE has been previously disturbed during grading and road construction within the ROW.
\nIntense commercial sugar cane activities surrounding the highway have also disturbed the land adjacent to the APE.
\nPursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral,
\nlineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious
\nattachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with
\ndemonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share
\ninformation and knowledge on historical and cultural sites within the proposed APE. We welcome any information within
\n30 days of this notice.
