<\/font>PROJECT SUMMARY:
\n<\/b><\/font>The Lima Ola Family project consists of 12, one and two-story residential buildings, which will feature 45 mixed units. Accessible units will be made available to those with mobility and sensory impairments. The project includes income set asides at <\/font>30%, 50%, 60% and 80% of Area Median Income (“AMI”). With eleven units approved for project-based vouchers, the project will expand its reach to families earning less than 30% AMI. Non-Residential improvements include 74 on-site <\/font>parking stalls, onsite management office, laundry area, general storage area and landscaped yards. Lima Ola Family will provide regular social and recreational <\/font>activities for all residents. Independent organizations will also be coordinated to arrange for a variety of services and activities on site, free of charge to tenants. <\/p>\n

<\/font>This Notice shall satisfy the above-cited two separate but related procedural notification requirements for activities to be undertaken by Kaua’i County Housing Agency. <\/p>\n

<\/font>REQUEST FOR RELEASE OF FUNDS (RROF)
\n<\/b><\/font>On or about February 13, 2023, Kaua’i County Housing Agency will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Project Based Vouchers funding in the projected amount of $4,266,528.00 authorized under the HUD Housing Choice Voucher Program funds, to undertake a project to construct a multifamily residential development known as the Lima Ola Family in ‘Ele’ele, County and Island of Kaua’i.<\/p>\n

<\/font>FINDING OF NO SIGNIFICANT IMPACT
\n<\/b><\/font>Kaua’i County Housing Agency has determined that the project would have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Assessment) on file at the Kauai County Housing Agency 4444 Rice Street, Suite 330, Lihue, Hawaii 96766, and may be examined or copied weekdays, 8 A.M. to 4 P.M. or online at: <\/font>www.kauai.gov/housing<\/u><\/font>. <\/p>\n

<\/font>PUBLIC COMMENTS ON FONSI and/or NOIRROF:
\n<\/b><\/font>Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to Kaua’i County Housing Agency, 4444 Rice Street, Suite 330, Lihu’e, HI 96766, Attn: Adam Roversi or by email at <\/font>aroversi@kauai.gov<\/u><\/font>. All comments received by February 10, 2023, or fifteen (15) days from the actual date of publication, will be considered by Kaua’i County Housing Agency prior to authorizing submission of a request for release of funds. Commenters should specify which part of this Notice they are addressing. <\/p>\n

<\/font>ENVIRONMENTAL CERTIFICATION
\n<\/b><\/font>County of Kaua’i certifies to HUD that Derek S.K. Kawakami, in his/her capacity as Mayor, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Kaua’i County Housing Agency to use Program funds. <\/p>\n

<\/font>OBJECTIONS TO RELEASE OF FUNDS
\n<\/b><\/font>HUD will accept objections to its release of funds and Kaua’i County Housing Agency’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the name of Kaua’i County Housing Agency; (b) Kaua’i County Housing Agency has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Jesse Wu at HUD at U.S. Department of Housing and Urban Development, Office of Public Housing, 1003 Bishop Street, Suite 2100, Honolulu, Hawaii, 96813 or electronically to <\/font>Jesse.Wu@hud.gov<\/u><\/font>.
