\nNotice is hereby given that the Hawaii Department of Transportation (HDOT), in coordination with the Federal Highway Administration
\n(FHWA) proposes to construct the titled state highway resurfacing and safety improvements project in the Halelea District on the Island
\nof Kauai. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National
\nHistoric Preservation Act (NHPA) of 1966, as amended (2006).
\nThe project proposes to improve portions along 4.52 miles of Kuhio Highway, Route 560, from Princeville at Milepost 0.0 to the vicinity
\nof Waikoko Bridge at Milepost 4.5 by conducting pavement resurfacing, maintenance, and repairs with safety improvements including
\ninstallations of sidewalk extensions, guard rails, and traffic calming measures including speed humps, raised crosswalks, and crosswalk
\nalert lighting. All work is to be prioritized within the existing Right-of-Way (ROW) for Kuhio Highway without any sidewalks in private
\nproperty. The total Area of Potential Effect (APE) would be approximately 21.15 acres. It includes the length and width of Kuhio Highway
\nROW that is 4.52 miles long and up to 40 ft wide and up to 12 inches below the existing paved surface in reconstruction areas. Sidewalk
\nconstruction will be approximately 5 ft wide and up to 12 inches below the existing ground. Replacing guardrails, guardrail end treatments
\nand reflector markers, and paving under guardrails in 50 non-contiguous locations vary in length up to a maximum of 1387 ft and extends
\nto a depth no greater than 4 ft below the surface. Signpost sleeves will be pounded into the existing ground at a depth no greater than 4
\nft. Staging areas would likely be on previously graded, developed areas within the ROW or within adjacent driveways.
\nPursuant to Section 106 of the NHPA, native Hawaiian Organizations and native Hawaiian descendants with ancestral, lineal or cultural
\nties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area
\nare requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest
\nin the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have
\nknowledge of within the proposed project area. We welcome any information within 30 days of this notice. Interested participants are
