NOTICE OF PUBLIC HEARING
\n<\/b><\/font><\/p>\n


\nPursuant to sections 91-3 and 92-41, Hawaii Revised Statutes, notice is hereby given that the Department of Human Services (DHS) will hold a public hearing to consider a new rule of the Med-QUEST Division for the purpose of conforming to State and Federal Statutes. <\/p>\n

The proposed rule is based on a bill for an act and State and Federal laws. Brief descriptions of the proposed rules are listed below.<\/p>\n

<\/font>CHAPTER 17-1747 HAWAII CHILD WELLNESS PROGRAM<\/b><\/u><\/font> <\/p>\n

New chapter 17-1747 incorporates the bill for an act to establish a five-year child wellness incentive pilot program within the DHS to ensure the health of children in Hawaii, including early detection of potential illness. The pilot program shall pay $50.00 to each state Medicaid benefit recipient for each completed well-child examination of that recipient parent’s child; provided that only one payment may be made per child each year. The DHS shall adopt rules pursuant to chapter 91, Hawaii Revised Statutes, to carry out the purpose of this Act.<\/p>\n

1. §17-1747-1, <\/font>Purpose.<\/u><\/font> This section states that this new chapter will establish the Hawaii Child Wellness Care (HCWC) Program as a Five-year temporary pilot program based on SLH 2022, Act 127. <\/p>\n

2. §17-1747-2, <\/font>Definitions.<\/u><\/font> This section provides the definition of “Annual”, and adds definitions to “Child”, “Department”, “Hawaii Child Wellness Care Program”, “Licensed health care professional, “Medicaid Beneficiary Parent”, and “Well-child examination”.<\/p>\n

3. §17-1747-3, <\/font>Eligibility Requirements.<\/u><\/font> This section specifies the eligibility requirements of the program. <\/p>\n

4. §17-1747-4, <\/font>Application Process.<\/u><\/font> This section describes what shall be submitted with the application and the process. <\/p>\n

<\/font>5. §17-1747-5, <\/font>Program Requirements.<\/u><\/font> This section specifies that the department<\/font> shall be provide an opportunity to an eligible individual to apply for and receive the HCWC Program $50.00 incentive per child. <\/p>\n

A copy of the proposed rule changes will be available for public viewing from the first working day that the legal notice appears in the Honolulu Star Advertiser, Hawaii Tribune Herald, The Maui News, and The Garden Island, through the
\nday the public hearing is held, from Monday – Friday between the hours of
\n9:00 a.m. to 2:00 p.m. at the appropriate Med-QUEST Division offices on their respective islands listed above. On Oahu, the proposed rules will be available at 601 Kamokila Boulevard, Room 518, Kapolei, Hawaii 96707, between the hours of 7:45 a.m. to 4:30 p.m.<\/p>\n
