\nNotice is hereby given that the Hawaii Department of Transportation (HDOT), in coordination with the Federal Highway Administration
\n(FHWA), proposes to construct the project titled, “Kaumualii Highway Safety Improvements, Kipu Road to Omao Road”, in the Districts
\nof Puna and Kona on the Island of Kauai. This federally funded HDOT project is considered a federal action and undertaking, as
\ndefined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).
\nThe proposed project involves safety improvements to Kaumualii Highway, Route 50, Kipu Road to Omao Road, Mile Post 2.92 to
\nMile Post 8.76. The scope of work would include installing two tapered width sections of minor shoulder widening, one from 0 foot
\n(-ft) to 3-ft maximum wide by 250-ft long, and from 0-ft to 6-ft maximum wide by 300-ft long, installation of traffic signs and reflector
\nmarkers, installation of pavement marking and striping, installation of milled centerline and shoulder rumble strips on existing pavement
\nand relocation of three telephone poles. The scope of work would be done within the footprint of the existing, previously disturbed
\nState Highways Right-of-Way (ROW). The total Area of Potential Effect (APE) is approximately 74.35 acres and includes the length
\nand width of Kaumualii Highway ROW that is 5.84 miles long and up to 260-ft wide. The depth of the two tapered width sections of
\nminor shoulder widening is 24 inches below the existing paved surface. Signpost sleeves will be pounded into the existing ground at
\na depth no greater than 4 ft. Staging areas would likely be on previously graded, developed areas, within the ROW or within adjacent
\ndriveways. The APE has been previously disturbed during grading and road construction within the ROW. Intense commercial sugar
\ncane activities surrounding the highway have also disturbed the land adjacent to the APE.
\nPursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural
\nties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project
\narea are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic, or historic preservation
\ninterest in the undertaking are asked to contact HDOT and share information and knowledge on historical and cultural sites within the
\nproposed APE. We welcome any information within 30 days of this notice.
