\n<\/u>COUNTY OF KAUAI<\/p>\n

<\/font><\/p>\n

The Board of Water Supply of the County of Kaua’i (“Board”) will hold a public hearing for the purposes of receiving public testimony and comments from interested persons regarding the following:<\/font><\/p>\n

\nPROPOSED AMENDMENTS TO THE RULES AND REGULATIONS
\nOF THE BOARD OF WATER SUPPLY, COUNTY OF KAUA’I, STATE OF HAWAI’I<\/p>\n

<\/font><\/p>\n

The Department of Water is recommending the proposed amendment to Part 2, Section VII to expressly authorize the Department to render estimated billing while water metering equipment is either upgraded and/or replaced. Below is a summary of the proposed changes.<\/font><\/p>\n

\nPART 2 RULES AND REGULATIONS
\nFOR WATER SERVICE CONNECTIONS
\nSECTION VII, METER READING AND RENDERING OF BILLS<\/p>\n

<\/b><\/u><\/font><\/p>\n

1. Meters are read and bills are rendered regularly. Special readings will be made when necessary for closing of accounts or for other reasons.<\/font> <\/font>If a meter cannot be read, an estimated bill will be rendered, said bill to be calculated whenever possible on prior consumption.<\/p>\n

<\/b><\/u><\/font>2. Closing bills for short periods of time since the last meter reading date will ordinarily be determined by the amount of water actually used, as indicated by the meter reading, plus a proration of the service charge. In prorating service charges, a billing month shall be considered to be 30 days.<\/p>\n

<\/font>3. Readings of Separate Meters Not Combined. For the purpose of computing charges, all meters serving the consumer’s premises shall be considered separately and the readings thereof shall not be combined except in cases where the Department, because of operating necessity, installs two or more meters in parallel to serve the same consumer’s supply pipe.<\/p>\n

<\/font>The Public Hearing will be held in-person on <\/font>Monday, April 8, 2024, 8:30 a.m.<\/font> at the Department of Water, 2nd Floor, Board Room<\/b><\/font> located at <\/font>4398 Pua Loke Street, Lihu’e, Kaua’i, Hawai’i,<\/b><\/font> and remotely in accordance with Act 220, Session Laws of Hawai’i 2021 via interactive conference technology as follows:<\/font><\/p>\n

In the event of a lost connection the Board will recess for up to 30 minutes to restore the connection. If the connection cannot be restored within 30 minutes, the Board will continue the meeting to 12:00 p.m. or shortly thereafter. If the visual link cannot be restored, the Board may reconvene with an audio-only link using the above dial-in phone number and conference ID. A lost connection only applies to remote connections provided as part of the remote meeting but does not apply to a public member being unable to access the meeting due to a connectivity issue on their end.<\/p>\n

<\/font>A copy of the proposed rule will be mailed to any interested person who requests a copy and pays the required copy and postage fees. Requests may be made by calling the Commission Support Clerk at (808) 245-5406 or via email at <\/font>board@kauaiwater.org<\/u><\/font>.<\/p>\n

<\/font>The proposed rule will be available to view on the Kaua’i Department of Water’s website, <\/font>www.kauaiwater.org<\/u><\/font>, or may be viewed in person at the Department of Water, Second Floor, at 4398 Pua Loke Street, Lihu’e, Kaua’i, Hawai’i 96766, Monday-Friday (excluding holidays), from 7:45 a.m. – 4:30 p.m.<\/p>\n

<\/font>Written testimony on the proposed Rule amendments may be submitted via email at <\/font>board@kauaiwater.org<\/u><\/font> by the close of business the day before the public hearing is scheduled, or mailed to the Board of Water Supply at 4398 Pua Loke Street, Lihu’e, Kaua’i, Hawai’i 96766 with attention to the Commission Support Clerk. Please provide sufficient time if mailing in public testimony. Oral testimony will be taken on the day of the public hearing.<\/p>\n
