\nNotice is hereby given that the Kaua’i County Housing Agency will hold a public hearing on the proposed PY 2018 Action Plan projects and
\nanticipated funding that have been recommended for funding assistance through the Community Development Block Grant (CDBG) and HOME
\nInvestment Partnerships programs. The public hearing is to afford citizens the opportunity to provide written or oral comments to the PY 2018
\nAction Plan projects. A hearing is scheduled for the following date, time and place:
\nWednesday, March 28, 2018 at 4:30 p.m. at the Li-hu’e Civic Center, Pi’ikoi Building
\nConference Room A, 4444 Rice Street, Suite 330, Li-hu’e, Hawai’i 96766
\nPROPOSED CDBG PROJECTS:
\nPUBLIC SERVICES
\na. Homeownership Education and Counseling Project $42,500.00
\n(Hawaiian Community Assets, Inc.)
\nProvide HUD-certified housing education workshops and counseling to low- to moderate-income individuals
\nin order to increase homeownership opportunities to purchase a home and prevent foreclosure.
\nb. Local Family Small Homes Program $32,000.00
\n(Homestead Community Development Corporation)
\nProvide outreach and training to increase access to knowledge and resources required to develop homes less than
\n640 square feet compliant to Kauai County Building Code.
\nPUBLIC FACILITIES
\nc. Emergency Homeless Shelter Rehabilitation $360,367.00
\n(Kaua’i Economic Opportunity, Inc.)
\nRehabilitate the shelter to improve and/or correct ADA accessibility and extend the life of the shelter.
\nd. Kalena Park Rehabilitation $132,411.00
\n(Department of Parks and Recreation)
\nRehabilitate the basketball court and restroom to improve the use and accessibility of the park located in a
\nlow- to moderate-income area neighborhood.
\nADMINISTRATION
\ne. Administration $141,820.00
\n(Kaua’i County Housing Agency)
\nGeneral program administration, project implementation, compliance monitoring, evaluation, record-keeping and
\nreporting.
\nTOTAL CDBG FUNDING $709,098.00
\nThe Housing Agency anticipates receiving $709,098.00 from the U.S. Department of Housing and Urban Development (HUD) for the 2018 CDBG
\nannual allocation. Should there be an increase or decrease in the actual allocation amount, the lowest ranked project from each category will be
\nadjusted accordingly.
\nALTERNATE PROJECT:
\nTo ensure the performance of the County of Kaua’i’s CDBG program in meeting timeliness regulations at 24 CFR 570.902, should any of the
\nprojects listed above not proceed as represented in the CDBG applications, the following alternate project may be funded as long as the project is
\nready to proceed and will comply with CDBG regulatory requirements:
\na. Acquisition of Ekolu Property for Transitional Housing $567,279.00
\n(Women in Need)
\nFunds will be used to acquire the property that is operated as a transitional housing facility.
\nThe public is advised that the County of Kaua’i may exercise the option to incur pre-award costs pursuant to 24 CFR 570.200(h) in its program
\nyear 2018 budget for projects to assist with compliance of CDBG timeliness regulations. Non-CDBG funds used for pre-award costs will be
\nreimbursed upon receipt of PY 2018 CDBG funds from HUD.

\nEmergency Homeless Shelter Rehabilitation $360,367.00
\nPROPOSED HOME PROJECT:
\nHOME PROGRAM INCOME
\na. Waimea Huakai $1,227,000.00
\n(Waimea Huakai Partners LP)
\nNew construction of multi-family rentals (1, 2, and 3-bedrooms) for tenants whose income is at or below 60% of the
\nKauai Area Median.
\nTOTAL HOME FUNDING $1,227,000.00
\nShould any CDBG or HOME funds become available from cancelled or completed projects, or by receipt of program income or revolving funds,
\nsuch funds may be reprogrammed to any open Action Plan project in accordance with the requirements of the County’s Citizen Participation Plan
\nand prior approval from HUD or Hawaii Housing Finance and Development Corporation, respectively.
\nAll interested persons who wish to comment on the proposed PY 2018 Action Plan may do so at the Public Hearing, or may submit written
\ncomments to Kaua’i County Housing Agency, 4444 Rice Street, Suite 330, Li-hu’e, Hawai’i 96766, Attn: Kerri Barros (CDBG) or Sharon
\nGraham (HOME). The 30-day comment period will commence on March 5, 2018. All comments received by April 3, 2018 will be considered
\nprior to fund appropriation.
