Notice is hereby given that the Hawaii Department of Transportation (HDOT), in coordination with the Federal Highway Administration (FHWA), proposes to construct the project titled, Intelligent Transportation Systems, Kauai, Part 1 in the Districts of Kona and Puna on the Island of Kauai. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).<\/p>\n

The proposed project involves upgrading internet capabilities at 28 existing signalized intersections, transforming them from LTE cellular communication to high-speed fiber optic connectivity. The 28 existing intersections are dispersed throughout the island of Kaua’i, from the westside in Waimea Town to Lihu’e on the eastside:<\/p>\n

\n<\/font><\/p>\n

<\/font> Eleven along Kaumuali’i Highway, Route 50<\/font><\/p>\n
<\/font> Seven along Kuhio Highway, Route 56<\/font><\/p>\n
<\/font> Two along Nawiliwili Road, Route 58<\/font><\/p>\n
<\/font> One at the junction of Kaumuali’i Highway, Kuhio Highway and Rice Street<\/font><\/p>\n
<\/font>Three along Rice Street, Route 5020<\/font><\/p>\n
<\/font>Two along Kaua’i Veterans Memorial Highway, Route 51<\/font><\/p>\n
<\/font> One at the junction of Kaua’i Veterans Memorial Highway, Kapule Highway and Ahukini Road<\/font><\/p>\n
<\/font> One at the junction of Kuhio Highway and Kapule Highway.<\/p>\n

\n<\/font><\/p>\n

The scope of work involves installing new concrete pedestals for fiber optic cabinets, upgrading existing traffic signal cabinets and trenching to connect the fiber optic cabinet to both a power source and the existing traffic signal cabinets. Trenching will be no greater than 16 inches wide by 36 inches deep at varying lengths. The proposed project is located inthe communities of Waimea, Hanepepe, Ele’ele, Kalaheo, Lawa’i, Puhi, Lihu’e and Hanama’ulu, Kaua’i Island, Hawai’i and will be constructed within the footprint of the existing, previously disturbed HDOT Right-of-Way (ROW), existing utility and maintenance easements, and within the previously disturbed County ROW. Staging areas will be on previously graded, developed, and paved areas within the ROW, easements or within adjacent driveways. The APE at each of the 28 locations vary in size and includes lengths ranging from 60 feet (ft) to 880 ft and widths ranging from 25 ft to 114 ft as measured from the centerline of the roadway to the extent of the width of ROW at the intersection, with the exception of<\/p>\n
one location where the full width of the ROW will be used. The total area of the APE is 6.649 acres.<\/p>\n

Pursuant to Section 106 of the NHPA, Native Hawaiian Organizations and Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural and historical property knowledge of and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice.<\/p>\n
