Notice is hereby given that the Federal Highway Administration (FHWA), in cooperation with the State of Hawaii, Department of Transportation (HDOT), is proposing to renovate the intersection between Kuhio Highway (State Route 56), Kapaa Bypass, and Papaloa Road in Kapaa, Kauai. This federally funded HDOT project is considered a federal action and undertaking, as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006).<\/p>\n

HDOT is currently evaluating realigning the southern terminus of Kapaa Bypass Road at Kuhio Highway (State Route 56) to intersect with the existing intersection of Kuhio Highway with Papaloa Road (North) near Coconut Marketplace. The realignment will consolidate the two existing T-intersections into a single two-lane roundabout. In addition to consolidating the intersections, the realignment will provide the opportunity to allow left turns from Papaloa Road (North) onto Kuhio Highway. The installation of approximately 30-foot tall, safety standard compliant highway lights is also proposed as a part of this project. These intersection improvements will improve safety and connectivity of the road and ease traffic in the area.<\/p>\n

The proposed project area is approximately 8.96 acres and includes Kuhio Highway right-of-way and private-owned land. Construction staging will occur in the northeast portion of the project area, mauka of Kuhio Highway.<\/p>\n

Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and Native Hawaiian descendants with ancestral, lineal, or cultural ties to, cultural and historical property knowledge of, and/or concerns for, and cultural or religious attachment to the proposed project area are requested to contact HDOT. Other individuals and organizations with demonstrated legal, economic or historic preservation interest in the undertaking are asked to contact HDOT and share information you may have on historical and cultural sites that you may have knowledge of within the proposed APE. We welcome any information within 30 days of notice.<\/p>\n
