Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the following DRAFT PERMITS presently under review for:<\/p>\n

<\/font>1) <\/font>Temporary Covered Source Permit (CSP) No. 0872-01-CT
\n<\/b><\/font> Application Nos. 0872-02 for Minor Modification and 0872-03 for Renewal
\n Pacific Concrete Cutting & Coring, Inc. (PCCC)
\n Crushing and Screening Plant

<\/font>The <\/font>DRAFT PERMITS<\/b><\/font> are described as follows:<\/p>\n

<\/font>1)<\/font> <\/font>Temporary CSP No. 0872-01-CT <\/p>\n

<\/b><\/font> The issuance of Temporary CSP No. 0872-01-CT will grant conditional approval for the continued operation of a 353 tons per hour (TPH) Powerscreen impact crusher, and a 441 TPH Powerscreen screener, and the addition of a 441 TPH Powerscreen screener. Water suppression will be used as necessary to minimize fugitive emissions from stone crushing and recycling operations. The impact crusher and screeners are subject to 40 Code of Federal Regulations (CFR), Part 60, Subpart OOO, Standards of Performance for Nonmetallic Mineral Processing Plants. This permit, if approved, would supersede Temporary CSP No. 0872-01-CT issued to PCCC on April 7, 2021.<\/p>\n

<\/font>2)<\/font> <\/font>Temporary CSP No. 0907-01-CT<\/p>\n

<\/b><\/font> The issuance of Temporary CSP No. 0907-01-CT will grant conditional approval for the operation of a portable 300 TPH Eagle impact crusher equipped with a 456 horsepower (hp) diesel engine. Water suppression will be used as necessary to minimize fugitive emissions from stone and concrete crushing and recycling operations. The crusher is subject to 40 CFR, Part 60, Subpart OOO, Standards of Performance for Nonmetallic Mineral Processing Plants. The diesel engine is subject to 40 CFR, Part 60, Subpart IIII, Standards of Performance for Stationary Compression Ignition Internal Combustion Engines, and 40 CFR, Part 63, Subpart ZZZZ, National Emission Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines.<\/p>\n

<\/font>All comments on the draft permits and any request for a public hearing must be <\/font>in writing, and must be postmarked or received by <\/font>June 11, 2026,<\/b><\/font> and may be:<\/p>\n

<\/font> <\/font> <\/font> Emailed to <\/font>doh.cabpubliccomments@doh.hawaii.gov<\/u><\/font>; or
\n <\/font> <\/font> Addressed to the Clean Air Branch at the above Oahu address.<\/p>\n

<\/font>Any person may request a public hearing by submitting a written request that explains the party’s interest and the reasons why a hearing is warranted. The DOH may hold a public hearing if a hearing would aid in DOH’s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty (30) days in advance of the hearing.<\/p>\n

<\/font>Interested persons may obtain copies of the administrative record or parts thereof at a copying cost of five (5) cents per page. Please send written requests to the Clean Air Branch listed above or call Mr. Ukris Wongse-ont at the Clean Air Branch at (808) 586 4200.<\/p>\n

<\/font>Comments on the draft permit(s) should address, but need not be limited to, the permit conditions and the facility’s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.<\/p>\n

<\/font>The DOH will make a final decision on the permit after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.<\/p>\n
