PROCLAMATION
\nPursuant to Sections 11-91, 11-92.1, and 11-101, Hawaii Revised Statutes, I, Scott
\nT. Nago, Chief Election Officer of the State of Hawaii, together with Jon Henricks, County
\nClerk, County of Hawaii; Moana M. Lutey, County Clerk, County of Maui; Jade K. Fountain-
\nTanigawa, County Clerk, County of Kauai; and Chadd Kadota, Acting City Clerk, City and
\nCounty of Honolulu, do hereby proclaim that the elections shall be conducted by mail and
\nthat a Primary Election will be held on Saturday, August 8, 2026, and that a General Election
\nwill be held on Tuesday, November 3, 2026, throughout the State of Hawaii for the purpose
\nof nominating and/or electing:
\n1. Two Representatives to serve in the Congress of the United States;
\n2. One Governor and one Lieutenant Governor of the State of Hawaii;
\n3. Thirteen Senators and fifty-one Representatives to serve in the Legislature of the
\nState of Hawaii;
\n4. Five members to serve on the Board of Trustees of the Office of Hawaiian Affairs;
\n5. Nine Councilmembers for the County of Hawaii;
\n6. One Mayor and nine Councilmembers for the County of Maui;
\n7. One Mayor and seven Councilmembers for the County of Kauai; and
\n8. Four Councilmembers for the City and County of Honolulu.
\nWe further proclaim that the General Election to be held on Tuesday, November 3, 2026,
\nthroughout the State of Hawaii shall also be conducted for the purpose of securing the
\napproval or rejection by the electorate of the following:
\n1. Constitutional amendments, if any, to the Hawaii State Constitution proposed by the
\nThirty-Third State Legislature;
\n2. Amendments and/or initiative questions, if any, to the County of Hawaii Charter and
\nthe Ordinances of the County;
\n3. Amendments and/or initiative questions, if any, to the County of Maui Charter and the
\nOrdinances of the County;
\n4. Amendments and/or initiative questions, if any, to the County of Kauai Charter and the
\nOrdinances of the County; and
\n5. Amendments and/or initiative questions, if any, to the Revised Charter of the City and
\nCounty of Honolulu and the Revised Ordinances of the City and County of Honolulu.
\nWe further proclaim that the following special or nonpartisan elections shall be held
\nin conjunction with the Primary Election to be held on Saturday, August 8, 2026, and the
\nGeneral Election to be held on Tuesday, November 3, 2026, throughout the State of Hawaii:
\n1. A nonpartisan Primary Election held concurrently with the Primary Election and a
\nnonpartisan General Election held concurrently with the General Election for the
\npurpose of electing five members to the Board of Trustees of the Office of Hawaiian
\nAffairs;
\n2. A nonpartisan First Special Election held concurrently with the Primary Election for
\nthe purpose of electing nine Councilmembers for the County of Hawaii; and a possible
\nnonpartisan Second Special Election held concurrently with the General Election
\nin the event that no candidate at the nonpartisan First Special Election receives a
\nmajority of the votes cast in a contest where there is more than one candidate;
\n3. A nonpartisan First Special Election held concurrently with the Primary Election and a
\nnonpartisan Second Special Election held concurrently with the General Election for
\nthe purpose of electing a Mayor and nine Councilmembers for the County of Maui;
\n4. A nonpartisan Primary Election held concurrently with the Primary Election and a
\nnonpartisan General Election held concurrently with the General Election for the
\npurpose of electing a Mayor and seven Councilmembers for the County of Kauai;
\n5. A nonpartisan First Special Election held concurrently with the Primary Election for
\nthe purpose of electing four Councilmembers for the City and County of Honolulu; and
\na possible nonpartisan Second Special Election held concurrently with the General
\nElection in the event that no candidate in the nonpartisan First Special Election receives
\na majority of the votes cast in a contest where there is more than one candidate.
\nWe further proclaim that a vacancy election shall be held in conjunction with the
\nPrimary Election to be held on Saturday, August 8, 2026, and a General Election will be held
\non Tuesday, November 3, 2026, for the purpose of nominating and electing a State Senator
\nto serve in the Nineteenth Senatorial District in the Legislature of the State of Hawaii.
\nNomination papers to be signed by not less than fifteen registered voters from the Hawaii
\nState Senate, Nineteenth District, were available, beginning Monday, February 2, 2026, in
\nthe Office of Elections and at elections.hawaii.gov. Candidates to fill the vacant office shall
\nfile completed nomination papers not later than 4:30 p.m. on Tuesday, June 2, 2026, in the
\nOffice of Elections.
\nVOTER SERVICE CENTERS
\nWe further proclaim that pursuant to Sections 11-109 and 11-131, Hawaii Revised
\nStatutes, voter service centers are established and operated by the Office of the County or
\nCity Clerk, Elections Division in their respective county.
\nThe services provided at the voter service centers include accessible in-person voting,
\nsame day voter registration, and collection of voted ballots. All voter service centers in
\nthe State of Hawaii are physically accessible or accessible through special administrative
\nvoting procedures to all eligible voters with disabilities and elderly voters. The locations and

\nThere shall be one Senator nominated and elected in a vacancy election to the
\nSenate of the State Legislature from the nineteenth district.
\nSTATE REPRESENTATIVE
\nThere shall be one Representative nominated and elected to the House of
\nRepresentatives of the State Legislature from each of the fifty-one representative districts.
\nBOARD OF TRUSTEES OF THE OFFICE OF HAWAIIAN AFFAIRS
\nThere shall be five members of the Board of Trustees of the Office of Hawaiian
\nAffairs who shall be elected at-large. At least one member shall be a resident of the
\nisland of Maui and one member shall be a resident of the island of Oahu.
\nMAYOR
\nThere shall be one Mayor nominated and elected for the County of Maui. There shall
\nbe one Mayor nominated and elected for the County of Kauai.
\nCITY AND/OR COUNTY COUNCIL
\nThere shall be nine Councilmembers nominated and elected to the Hawaii County
\nCouncil. At least one shall be a resident of the first district, one a resident of the second
\ndistrict, one a resident of the third district, one a resident of the fourth district, one a resident
\nof the fifth district, one a resident of the sixth district, one a resident of the seventh district,
\none a resident of the eighth district, and one a resident of the ninth district.
\nThere shall be nine Councilmembers nominated and elected at-large to the Maui
\nCounty Council. At least one shall be a resident of the residency area of East Maui, one
\na resident of the residency area of West Maui, one a resident of the residency area
\nof Wailuku-Waihee-Waikapu, one a resident of the residency area of Kahului, one a
\nresident of the residency area of South Maui, one a resident of the residency area of
\nMakawao-Haiku-Paia, one a resident of the residency area of Upcountry, one a resident
\nof the island of Lanai, and one a resident of the island of Molokai, except that portion
\ndefined as the County of Kalawao.
\nThere shall be seven Councilmembers nominated and elected at-large to the Kauai
\nCounty Council.
\nThere shall be four Councilmembers nominated and elected to the Honolulu City
